Integrating ICT in education can help nations to achieve educational outcomes and global competitiveness. Previously, several approaches have been proposed to integrate ICT in education; however, no single integrative framework addressing global competitiveness has been presented previosly. On the other hand, Peruvian government has been integrating ICT in education for more than five years; however, its educational outcomes are still not globally competitive. Thus, the purpose of this study is 1) to propose an ICT integrative educational framework focused on global competitiveness 2) to give useful recommendations to government of Peru for integrating ICTs in basic education, and 3) to propose a 5 years-road map for integrating ICT in Peruvian education.
In order to achieve the above mentioned purpose, we revised international reports and papers which address the issues of integrating ICTs in education, importance of education for a knowledge economy, ICT integrative educational frameworks, and the 21st century capabilities required to achieve global competition in education. Moreover, we went through the cases of global competitive countries to learn from their best practices. Finally, we conducted a SWOT analysis of Peruvian education and ICT status for proposing a 5 years-roadmap for integrating ICT in education in Peru.
As a result of our study, we concluded that integrating ICT in education is a complex process and that ICT integrative educational frameworks should have components such as 21st century capabilities, stages, input and output factors. Indeed, Peru could learn from other countries´ experiences for instance it may consider the “micro-center” approach in rural areas used by Chilean government. Furthermore, based on the best practice of Chile, S. Korea, and Finland, we recommend that Peruvian government should design policies to facilitate collaborative environment among students, teacher, private sector, and government while integrating ICTs in education. In addition, it is crucial that Peru should implement a national educational management system and encourage e-educational content development nationwide for successful integration of ICTs in education.
정보통신기술 교육 프레임워크는 교육적 성과를 달성하고 국제적 경쟁력을 답보하기 위한 메카니즘이다. 과거에도 몇몇 개념들과 접근법이 교육부문에 있어 정보통신기술을 통합하려는 시도가 있어 왔으나, 국제적인 경쟁력을 갖출 수 있는 단일 프레임워크를 제안한 통합적 접근법은 언급되지 않아 왔다. 지난 5년 이상 페루 정부는 정보통신기술을 교육부문에 적용해 왔지만, 이에 따른 교육적 성과는 여전히 국제적 경쟁력을 갖추지 못한 상태이다. 본 연구의 목적은 첫째, 국제적 경쟁력을 갖춘 정보통신기술 교육의 프레임워크에 대한 제안, 둘째, 기초교육에 있어 정보통신기술의 적용을 위한 추천, 그리고 페루 교육에 있어 정보통신기술의 적용을 위한 5개년 로드맵을 제시하는 것이다. 본 논문에서는 지식 경제에서 교육의 중요성, 교육에 있어서 정보통신기술 통합의 중요성, 정보통신기술 프레임워크의 적합성, 그리고 교육 부문에서 국제적 경쟁력을 갖추기 위해 요구되는 21세기 능력들의 중요성에 대해 초점을 맞춘 교육 부문에서의 정보통신기술 관련 국제 레포트와 학술 논문들을 수정하였다. 또한, 다른 저자들의 주요 개념들과 프레임워크를 제안에 통합시켰고, 페루 교육부문에서의 정보통신기술 통합에SWOT 분석과 로드맵 분석을 포함하였다. 본 논문은 결론적으로 교육 부문에서 정보통신기술을 통합하는 것은 복잡한 과정으로서 교육 부문에 있어 정보통신기술 프레임워크는 21세기 능력들, 단계들, 그리고 투입과 산출 요소들과 같은 부문들로 이루어져 있음을 밝힌다. 페루는 타 국가들의 경험에서 배울 여러 기회를 보유하고 있다. 한 예로, 지방에서의 “지역 센터” 접근법의 도입을 고려하여 학생, 교사, 민간 단체, 그리고 정부가 보다 강력한 협동적 환경을 조성할 수 있다. 더 나아가, 교육 관리 시스템을 국가적으로 도입하고 교육적 e-컨텐츠 개발과 전국적 활용을 시도해 볼 수 있다.
