Network Neutrality has recently become a major issue in the telecommunications industry as emerging services which need more bandwidth have continuously grown. It is frequently argued that network neutrality is necessary to guarantee fair competition, continuous innovation among content providers, and to protect the private information of end-users. However, some argue that it might reduce incentives for network operators to invest to upgrade their networks, and thereby the high quality of services (QoS) may not be guaranteed.
Although network neutrality is a controversial issue that can affect the interests of the wide range of stakeholders in the Internet industry, current studies have only focused on the relationships between network operators and contents providers, without taking into consideration the standpoint of the customer who is one of the most important stakeholders. Therefore, this paper tries to empirically examine the Network Neutrality debate from the perspective of the end-users. We review the current approaches and then empirically examine consumer preference for the foreseeable broadband Internet services. The results imply that Internet access speed is the most important factor we should consider, and user-oriented approach minimizes conflicts between network operators and contents service providers.
망중립성 논쟁은 인터넷 통신시장에서 미국을 중심으로 가장 논란이 되는 이슈 중 하나이다. 망중립성이란 네트워크 사업자는 망내의 모든 패킷을 동등하게 취급하고 어떠한 차별도 하지 않아야 한다는 개념이다. 콘텐츠 사업자를 중심으로 하는 망중립성 찬성론자들은 혁신과 공정한 경쟁환경을, 네트워크 사업자를 중심으로 하는 망중립성 반대론자들은 망투자유인을 통한 고품질 서비스의 제공을 강조하면서 자신들의 주장을 관철시키기 위해 노력하고 있다. 이러한 망중립성을 둘러싼 찬반의 논란에 정치권까지 가세하면서 망중립성 논쟁은 이해관계자들간에 갈등을 넘어 인터넷이라는 또 하나의 세상을 어떻게 발전시켜나갈 것인가에 대한 사회 전반의 문제로 확산되고 있다.
본 논문에서는 이러한 망중립성 문제를 소비자 입장에서 접근해 보았다. 초고속 인터넷의 기본속성과 망중립성이 도입여부에 따라 소비자에게 직접적으로 영향을 줄 수 있는 속성을 Conjoint 방법론을 통해 실증적으로 분석하고 소비자의 선호도를 측정하였다. 소비자의 효용은 초고속 인터넷의 속도, 공중망 인터넷의 품질, 컨텐츠 다양성의 순서로 나타났으며 이 결과를 기초로 각 이해관계자들에게 시사점을 제공하였다.
