National Innovation System (NIS) of the existing catching-up countries is facing a new transition. Recent research of catching-up countries discovered that as the technological gap between catching-up countries and developed countries becomes smaller, it gets more difficult for catching-up countries to achieve the follower's profit, thus their growth rate struggles (Cameron, 2005; Ha Jun-Kyung, 2005). These changes are requiring catching-up countries to transfer themselves from followers to leaders.
This refers the technological independency of the catching-up countries gets relatively higher than its technological dependency. Therefore, the transition occurs during the technology innovation process as the catching-up countries obtain their technological competencies to meet the global level. However, there exist many differences among catching-up countries themselves, such as natural · human resources and political structures and even between industries of one nation. These characteristics develop unique strategies for transition from follower to leader in certain industry.
Until recently, Newly-Industrializing Countries (Korea, Taiwan, Hong Kong, and Singapore) which are creating leading technologies by localizing advanced technologies imported from developed countries, have been emerging in the ICT industry. However, BRICs are narrowing their gaps with NICs by achieving advanced technologies of global corporations by FDI or hostile M&As or utilizing their massive market power, such as trading their domestic market demand with new technologies or establishing national standard with certain technologies.
In this paper, we position and classify some catching-up countries which showing evolution possibility from follower to leader using indexes related with technology and market competencies. Then we offer two different types of strategies from each country (Korea and China)'s case of mobile telecommunication industry, in ICT industry. In addition, provide implications about different forms of strategies for Technology-oriented type and Market-oriented type catching-up countries, and this would help establish cooperative . competitive strategies and policies.
기술혁신 과정에 대한 논의는 시대가 변하고, 기술이 변하고, 시장이 변하는 상황 속에 꾸준히 계속되어 왔다. 산업혁명을 이루어 냈던 영국을 따라잡은 미국, 전자 산업을 중심으로 선진국 대열에 합류한 일본, 막대한 규모의 시장을 앞세워 세계 시장의 흐름을 바꿔놓고 있는 중국 등 catching-up 국가에서 선진국으로 진행하는 형태는 시기, 국가별로 다르게 나타난다. 기존의 연구에서는 catching-up 국가와 선진국의 기술혁신 과정에 대한 차이점이 논의의 중심이었으며, 이에 따른 다양한 모델 제시와 실증 분석이 뒤따랐다. 하지만 특정 산업을 중심으로 catching-up 수준을 뛰어 넘어 선진 대열에 합류하려는 움직임이 보이며, catchingup에서 다음 단계로의 진화에 대한 논의가 필요하게 되었다.
Follower 단계에서 leader로의 진화는 한 국가의 혹은 한 산업의 기술혁신 역량 증대와 해당 산업 및 기술의 비교 우위에 의한 상대적인 기술자립이 일어나는 상태를 의미한다. 실제적으로 follower에서 leader로의 transition은 catching-up 국가의 모든 산업에서 한꺼번에 일어나는 것이 아니라, 국가의 특수성과 산업의 적합성에 의해 산업별로 진행 상황과 속도가 다르게 나타나게 된다. 이는 NIS 측면에서의 국가적 자원, 인력, 제도, 인프라와 관련된 특성이 반영되고, SIS 측면에서 산업별로 환경과 적응속도에 차이를 보이기 때문에 일어나는 현상이다. 실제적으로 각 catching-up 국가의 서로 다른 특성은 follower에서 leader로의 transition에 있어 독특한 전략 및 진행을 보여 주게 된다.
정보통신을 기반으로 급변하는 세계 흐름에서 NICs와 BRICs 국가들은 ICT라는 동일한 산업 내에서 기술역량축적과 차별화된 전략을 통해 선진대열에 합류하고 있다. 이에 본 논문에서는 ICT 산업을 대상으로 NICs와 BRICs 국가들의 기술혁신 역량을 분석해 보기 위해, 논의 되었던 진화 개념을 설명하기에 적합한 지표를 선정하였다. 선정된 지표는 각각 현재의 경쟁력 수준과 미래의 경쟁력 수준을 검증하는 지표로서, 기술 경쟁력, ICT 산업 성과, R&D 투자 성과, 수출 경쟁력 및 특화도를 측정할 수 있는 것들이다. 선정된 지표의 분석 결과, NICs와 BRICs 국가들은 ICT 산업에서 follower에서 leader로의 transition 가능성을 보여 주고 있음을 알 수가 있었다. 이와 함께 각 국가들의 NIS 및 SIS 특성이 기술과 시장 중 어느 쪽에 특화되어 있는가를 분석해 보고 각 국가를 기술지향적, 시장지향적, 중간수준의 세 가지 분류 형태로 나눌 수 있었다.
이는 각 국가의 서로 다른 NIS 및 SIS가 follower에서 leader로의 transition에 있어 어떠한 영향을 주며, 나아가 하나의 model로 수렴하는지 아니면 서로 독특한 형태의 model로 진행하는지에 대한 연구로 mobile telecommunication 산업을 분석하기 위해 대표적인 국가를 선정하기 위한 기초 작업으로 활용되었다. 실제로 가장 기술지향적인 형태로 분석된 한국과 가장 시장지향적인 형태로 분석된 중국을 사례 분석의 대상으로 선정하였다. 두 국가의 mobile telecommunication technology 개발에 있어서의 NIS 및 SIS 측면의 분석을 위하여 기술획득과 개발, 주요 agent 와 산업조직, 그리고 정부의 역할 등을 비교해 보았다.
한국의 CDMA & WiBro 개발과 중국의 TD-SCDMA 개발에 대한 사례 분석 결과, 한국은 선진기술의 빠른 획득과 체화를 통해 기술적 우위로 시장을 선점하려는 Technology-Predominance 전략을 활용하고 있었고, 반면에 중국은 FDI 및 M&A 를 통한 기술혁신 역량 제고를 통해 창출해 낸, 덜 다듬어졌지만 국제 표준 spec 에 부합하는 기술을 표준으로 내세우고 market power를 통해 갖게 된 여유시간에 기술적 향상을 도모하는 Market-Lead 전략을 활용하고 있음을 알 수 있었다. 이때 각 정부는 모두 catching-up stage를 벗어나기 위해 재정적 투자, 인력 투입, 제도적 뒷받침 등을 지원 정책으로 활용하는 것으로 나타났다. 특히 한국은 기업간의 자유 경쟁, 중국은 정부 주도하의 계획 경쟁을 중심으로 진화 전략을 시행하고 있었다.
Technology-oriented Type의 국가에 대한 정책적 implication으로는 강화된 R&D 투자를 선택과 집중의 전략으로 실시해야 하며, 고급 인력 양성과 R&D consortium 활동에 주력하고, 확보된 원천 기술을 정부 차원에서 국제 특허 및 국제 표준에 선점될 수 있도록 노력해야 할 것 등이 있다. 또한 Market-oriented Type의 국가는 해당 국가의 환경과 상황에 맞는 기술을 선택하고, 선택된 기술을 타 기술(더욱 우수한 해외 선진기술)보다 빠르게 발전 시키기 위해 정부 지원 하에 기술 개발 및 상용화를 맡게 될 사업자를 신속히 선정하고, 국가가 공동으로 risk 에 대한 부담을 나누어야 한다. 아울러 효과적으로 시간 여유를 벌기 위해 정부 주도적으로 market control을 하고, 이를 충분히 활용하여 기술혁신 역량 제고에 힘써야 한다.
본 연구의 대상이 하나의 산업을 두 국가에서 비교하는 것이었기 때문에 모델 적용에 있어 제한이 있었고, 다양한 산업을 더 많은 국가에서 비교, 분석 한다면 제시한 모델을 더욱 탄탄하게 만들거나 새로운 형태의 Type 제시도 가능할 것이라고 생각한다. 또한 기술 경쟁력 자체를 정량적인 지표로 분석할 수 없다는 단점을 보완하기 위해 정성적인 지표의 조합을 더욱 견고하게 하여 복합적이고 신뢰성 있는 틀을 만드는 연구도 필요할 것이다.
