The previous researches on the role of IT mangers have been addressing the importance of aligning IT management decision-making with the company's business strategies. IT manager's strategic alignment leadership for information technology is the most critical factor for successful IT performance in the organization. The strategic alignment leadership reflects the capability of IT manager to balance the activities and satisfy the requirements from three dimensions of information technology- business process, organization and technology. The leadership for the managers involves a variety of skills and competencies that can be developed and influenced by the individual characteristics. The fit between the individual difference and leadership affects the organizational performance.
With the rapid diffusion of information technology, the public organizations have undertaken e-government initiatives as well as administrative informatization in order to improve the internal and external business transactions. Consequently, there is growing interest of the role of IT managers for better e-government performance.
Based on the literature review, this study identified and integrated four dimensional leadership required by IT managers. Through the integrative leadership frame-work, this study developed and tested a path model of individual characteristics, leadership and organizational performance in public sectors. The research model evaluates the impact of leadership and of individual characteristics on the e-government performance.
Data is drawn from the email survey responses of 54 ward offices in 7 metro-politan cities in Korea. Results showed technical, organizational and strategic alignment leadership contribute to the e-government performance of local governments. The strategic alignment leadership has the strongest direct impact on the performance. IT manager's age, rank and level of education are directly related to leadership. However, only the rank indirectly impacts the e-government performance, through its effect on technical, organizational and strategic alignment leadership. Furthermore, the age and functional background of IT managers have direct effect on the e-government performance.
Finally, the implications and limitations from the study are discussed. And the direction for future research is proposed.
IT관리자의 역할에 관한 이전의 연구들은 기업의 경영전략과 IT 의사결정간 상호 연계의 중요성에 대해 언급해왔다. IT관리자의 정보기술에 대한 전략적 연계리더십은 조직의 IT성과향상을 위한 가장 중요한 요소이며, 이는 정보기술의 세 가지 측면 즉, 경영 프로세스, 조직, 그리고 기술 영역에서의 여러 활동을 조화시키고 각각의 요구사항을 충족시킬 수 있는 IT관리자의 능력을 반영한다. IT관리자에게 요구되는 리더십은 개인적 특성에 의해 개발되고 영향 받을 수 있는 다양한 기술과 능력을 포함하며, 개인적 차이와 리더십 간의 조합은 조직의 성과향상에도 영향을 끼치게 된다.
정보기술의 급격한 발달과 함께 공공조직은 내외부의 행정업무 향상을 위해 전자정부 및 행정정보화를 추진해왔고, 결과적으로 이의 성공적인 수행을 위한 기관 내 IT관리자의 역할에 많은 관심이 집중되었다.
본 연구에서는 관련문헌의 이론을 바탕으로 IT관리자에게 요구되는 네 가지 차원의 리더십을 확인하고 통합하였다. 통합적 리더십에 관한 틀을 통해, 본 연구는 공공분야에서의 IT관리자의 개인적 특성, 리더십, 그리고 조직 성과에 관한 경로모형을 개발하고 시험해 보았다. 또한 제시된 연구모델을 이용하여 리더십과 개인적 특성의 전자정부 성과향상에 대한 영향을 평가하였다.
연구를 위한 자료수집을 위해 전국 7개 특별시 및 광역시에 위치한 44개 구(군)청을 대상으로 이메일 설문을 실시하였다. 연구결과에 의하면 IT관리자의 기술적, 조직적, 그리고 전략적 연계리더십이 지방정부의 전자정부 성과향상에 기여하는 것으로 나타났다. 전략적 연계리더십은 성과향상에 가장 직접적인 영향을 끼치는 것으로 밝혀졌으며, IT 관리자의 연령, 직위, 그리고 교육수준은 리더십 전반에 걸쳐 직접적인 관계가 있었다. 그러나, 오직 직위만이 IT관리자의 기술적, 조직적, 그리고 전략적 연계리더십을 통해 전자정부 성과향상에 간적접으로 영향을 끼치고 있음이 확인되었고, IT관리자의 연령과 직무배경은 전자정부 성과향상에 직접적인 영향을 끼치는 것으로 드러났다.
마지막으로 본 연구에 대한 시사점과 한계점이 논의되었고, 향후 연구의 방향이 제시되었다.
