Current economic paradigm we are facing is characterized by speed, innovation, short product cycle, qualification, and customer satisfaction. It puts the value on the intangible asset like brand recognition, knowledge, and human capital. It shows that not only a business should provide competitively qualified products and services and ensure core competences through technical improvement against such radical changes in business environment and but also it needs to throw away the existing human resource management system and approach to human resources (HR) in a different point of view.
HR is being expected to play a strategic role, which is from the traditional administrative one. The first step forward strategic HR is to know how human resources make values for their company. This paper is about the effective utilization of strategic HR through the analysis on HR Scorecard and Competency-based HR. We review the definitions, the execution phases and the conditions for success of a HR Scorecard system and a CBHR system. Then we compare and analyze those two set of characteristics in order to obtain an insight into a effective plan to utilize a Strategic HR system. Our analysis shows that they share the core function that enables company's strategies to align with everyone's job, but they don't only carry out their measurement indicators in using the same processes and argue on different measurement objects as the result of the analysis.
On the process side, a HR Scorecard system is designed in the top-down approach and strongly integrates HR with an enterprise strategy execution. However, the first results are more conceptual and more abstract performance indicators than ones of CBHR so they need to be reformed. All the HR architecture should be aligned with necessities on the process that a company executes its strategies in order to help HR to be recognized as a strategic asset.
CBHR can use a mixture of the top-down and bottom-up approaches. For example, for clarifying organization's business strategies, vision, and targets and analyzing core requirements, the top-down approach can be used. And collecting and evaluating can be conducted in the bottom-up manner. Or the bottom-up approach alone can be used to obtain company's competences. So the process for obtaining measurement indicators is expected to be executed in varied methods depending on the company's environment and culture.
Two cases are shown in order to compare measurement objects. In the Alterra case, Alterra discovered the kernel of its success lies on 'Customer satisfaction', 'Employee satisfaction' and 'Excellent operation', which are ultimately related to employees. So, it introduced BSC system to manage its employees as a strategic human resource.
In the LG Caltex case, getting fiercer and fiercer competition and more varied employees, LG Caltex introduced CBHR to meet the needs that develop required competences and educate self-leading learners to raise the competitive power of its organizations and individuals.
We forecast that a HR Scorecard system and a CBHR system develop an integrated strategic HR system at last by accepting positively each other's good points even though they now accept different functions due to different view points on the measurement objects.
Based on the above study, there are some suggestions for effective utilization of the strategic HR system. The first is measurement indicators should align with the strategy of the company. The second, we need to receive them in the combined view on key performance indicators and core competencies and the third, design the strategic HR system to be connected to legacy systems such as ERP, CRM, SCM, and DW. And last, the execution itself is the most important success factor. We have to prepare a checklist coping with changes to help the strategic HR system work well.
새로운 경제 패러다임은 브랜드 인지도, 지식, 혁신, 그리고 인적 자본과 같은 무형자산에 가치를 둔다. 이것은 기업이 이러한 급격한 환경 변화에 대한 대응력을 강화하면서 경쟁우위의 품질과 서비스를 제공하고 기술력을 통한 핵심역량을 확보하는 한편 기존의 인력과 제도운영의 고정관념을 깨고 인사에 대한 새로운 접근이 필요하다는 것을 시사한다. 인사(HR)가 전통적으로 수행해온 행정적인 역할에서 탈피하여 보다 넓고 전략적인 역할에 대한 기대가 높아지고 있다. 전략적인 HR을 위한 첫걸음은 인적자원이 기업을 위해 어떻게 가치를 창조하고 있는지를 아는 것이다.
이 글에서는 HR Scorecard와 CBHR 시스템을 분석하여 전략적 HR 을 효과적으로 활용하기 위한 방법을 연구하고자 한다. 전략적 HR Scorecard 시스템과 CBHR 시스템에 대해서 정의와 실행단계, 그리고 성공의 조건에 대해서 알아보고 전략적 HR의 효과적 활용방안에 대한 통찰력을 얻기 위해서 그 두 시스템의 특징을 비교 분석해 본다. 분석의 결과 HR Scorecard와 CBHR시스템은 회사의 전략과 직원 개인의 수행을 연계 시켜주는 핵심기능은 같지만 측정지표를 도출하는 데 있어서는 서로 다른 프로세스를 이용하고 있으며 측정대상의 논의점이 다르다는 사실을 알았다.
측정지표 도출의 프로세스상에서 관찰해보면, HR Scorecard 시스템은 하향식 접근법으로 설계되어 HR을 기업의 전략 실행에 강하게 통합시킨다. 그러나 최초로 도출된 핵심성과요인은 비교적 개념적이고 구체적이지 못하다. CBHR 방법론에서는 하향식과 상향식 접근법을 이용할 수 있다. 기업의 핵심역량을 도출하는 방법은 그 두 가지를 결합하는 경우와 상향식 접근법만 이용하는 경우 등 기업의 환경과 문화에 따라 서로 다르게 응용되고 변형되어 실행된다.
측정대상에 관한 비교를 하기 위해 두개의 사례를 보였다. 첫번째 Alterra의 케이스는 '요양원'이라는 사업 성공의 핵심은 '고객만족','직원만족','운영상의 효율성'에 있으며 그것은 결국 '직원'과 관련이 있음을 발견하고 직원을 인적자원으로서 관리하기 위해서 HR Scorecard의 방법을 도입한 경우이다. 두 번째 LG Caltex 의 케이스는 외부 경쟁이 심화되고 내부 인적자원이 다양해짐에 따라, 조직 및 개인의 경쟁력을 제고하기 위해, 필요 역량을 발굴하고 자기 주도형 학습인을 육성해야 할 필요성을 충족시키기 위해 CBHR 시스템을 도입한 경우이다.
지금까지의 연구를 바탕으로 전략적 HR시스템을 효과적으로 활용하기 위한 제안을 정리해 보면, 측정지표와 전략과의 연계성에 대해 확신을 가질 수 있어야 하며, 핵심성과요인과 핵심역량의 관점을 결합하여 수용해야 하고, ERP, CRM, SCM, DW 등의 제반 기반시스템과의 연계성을 고려하여 설계하여야 한다는 것이다. 그리고 가장 중요한 것은 무엇보다도 실행이 가장 중요한 것이므로 전략 HR의 실행을 돕기 위해 변화에 대한 체크리스트를 마련해야 한다는 것이다.
