However, since most research has been limited to sub-systems, applying improvement solutions to other outpatient systems is not available. When one solution is applied to an outpatient system which has already undertaken other improvement solutions, the impact between these improvement solutions can result in arbitrary consequences such as diminished or negative effects. Therefore, it is not effective to apply a solution to the system without considering its holistic relation to all solutions. At the same time, however, to take all improvement solutions into account is inefficient.
An implementation strategy which guarantees effectiveness and efficiency is essential when applying improvement solutions to outpatient systems, and a comprehensive set of improvement solutions which clarify precedence and relations among them must be identical to the strategy. In order to derive a comprehensive and holistic set of improvements, a suitable framework is required, and this framework is composed of general improvement solutions, a simulation to estimate them, and a proper experimental design. Applying this framework to a reference system can establish a meaningful set of improvements and relations from all possible improvement solutions. Also, it can present a comprehensive set of improvements and guidelines to improve patient flow in the reference system.
