Increasing uncertain information of environment, it is becoming harder to make a priority and coordination of technologies. To make a decision, Technology Road Map (TRM) has been an instrument that supports strategic technology management and planning. TRM provides a mechanism and information to help make better technology investment decision. Initial step of TRM is making priorities of technologies. And this step is generally based on the rating of core technology that is evaluated by experts committee. TRM is designed with these priorities. This method is useful and commonly used, but there are limits, it could be biased by each expert’s characteristics. To overcome this problem, we suggest the road-mapping process with using the information of patent. In this method, the number of patents is used to value the importance of each technology. The advantage of this method is expected to take the scores by objective data and excluding private opinion of expert. This paper presents the method of evaluating the scores of each technology as initial step of building up TRM.
최근 정보화 사회가 발달함에 따라, 불확실한 정보의 양이 계속 늘어나고 있다. 이러한 환경에서 기업 및 정부에서는 수 많은 기술 간의 우선순위와 핵심 기술이 무엇인지 구별하기가 점점 어려워져 간다. 이 문제점을 해결하기 위해 기술 로드맵이 사용되고 있다. 기술 로드맵은 전략적 플랜과 기술의 효율적인 경영을 지원하기 위해 사용되는 하나의 도구로, 기술 투자에 있어 보다 나은 의사결정을 하도록 도와준다.
기술 로드맵의 초기 단계는 각 기술간의 우선순위를 결정하는 것인데, 이때 주로 전문가에 기반한 방법이 사용된다. 전문가들은 각 기술에 대해 점수를 부여하여, 이 점수들로 각 기술의 중요성을 판단하게 된다. 이 방법은 가장 널리 쓰이는 방법이지만, 각 점수들은 전문가의 개인적인 의견에 바이어스되는 경향이 있다. 또한 전문가들의 의견을 받기 위해 수많은 자원이 투자된다.
이 문제점을 해결하기 위해, 본 논문에서는 전문가의 점수가 아닌 특허로 각 기술의 중요도를 결정하는 방법론을 제시한다. 이 방법론의 장점은 개인적인 의견이 배재된 객관적인 자료로부터 각 기술의 점수를 받을 수 있다는 것이다. 본 논문에서는 기술 로드맵의 기초 단계로, 각 기술의 점수를 부여하는 방법론에 관해 설명한다.
