R.O.K Air Force pilots try to protect their sky, deter war and further their nation's interest according to the Air Force's objectives. Air Force pilots, especially fighter pilots, are the core human power displaying the fighting power of the Air Force. As their turnover rate increases, the general public as well as military experts point out some problems with the Air Force's core human resource practices. The increasing turnover rate of Air Force pilots causes weakening of the core fighting power, failure of air operations, and national losses that are extremely high given the training costs.
According to the turnover model, some studies try to find simple motivations which make Air Force pilots leave their organization. But simple turnover causes not only can't illustrate the complex and dynamic relationships between Air Force pilots and their organization in the relative long run, but they also don't suggest the desirable, long term solutions for the Air Force.
To overcome these problems, I suggest the concept of Perceived Organizational Support which is closely related with work experience, organizational outcomes and individual satisfaction. Antecedents of Perceived Organizational Support are classified into employee characteristics, fairness, organizational rewards and perceived supervisor support. Consequences of Perceived Organizational Support are classified into organizational commitment, turnover intention, and individual satisfaction.
According to empirical evidence using a questionnaire, organizational extrinsic rewards, perceived supervisor support, and fairness have a significant influence on Perceived Organizational Support. Employee characteristics and organizational intrinsic rewards have much less influence. And Perceived Organizational Support significantly influences organizational commitment, turnover intention, and individual satisfaction.
To increase positive Air Force outcomes and pilot satisfaction thereby reducing turnover intention, this study shows that the Air Force has to improve pilots' Perceived Organizational Support, and the Air Force has to pay more attention to fairness, organizational extrinsic rewards, and perceived supervisor support.
대한민국 공군 조종사들은 공군의 목표에 따라 영공방위, 전쟁억제, 국익증진을 위해 노력하고 있다. 공군 조종사들 중 특히, 전투 조종사들은 공군 전투력 발휘에 있어서 핵심이 되는 인력이라 할 수 있다. 그러나 최근 그들의 이직률이 증가하면서 군사 전문가들 뿐 만 아니라 일반 국민들까지 이직률 증가로 인한 공군의 전투력 약화와 작전 운영 차질 및 막대한 국가적 손실을 우려하고 있다.
그러나 종래의 이직 모델로는 공군 조종사들이 공군을 떠나는 단순한 동기만을 발견 할 뿐 공군 조종사들과 공군간 비교적 장기간 형성되는 복합적이고 역동적인 관계를 조명하는 데에는 한계가 있을 뿐 아니라 근본적이고 장기적인 대책 마련도 쉽지 않다. 이러한 문제들을 해결하기 위해 개인의 업무 경험과 조직의 성과에 있어서 중요한 역할을 하는 조직후원인식을 중심으로 선행변수와 결과변수를 실증적으로 밝혀 공군과 공군 조종사간의 관계를 심층적으로 분석해 보고자 한다. 조직후원인식의 선행변수로는 공군 조종사들의 특성, 공정성, 조직보상, 상급자 후원인식등이 있으며 결과변수로는 조직몰입, 이직의도, 업무만족으로 구분할 수 있다.
설문조사를 통한 실증분석 결과, 조직 외재적 보상, 상급자 후원인식, 공정성, 조직 신뢰감이 조직후원인식에 통계적으로 유의미한 영향을 미칠 뿐 아니라 조직 후원인식 역시 조직몰입, 이직의도, 업무 만족에도 영향을 미치는 것으로 밝혀졌다.
본 연구를 통해 공군 조직의 성과(조직몰입의 증가, 이직의도의 감소)와 조종사들의 업무 만족을 향상시키기 위해서는 공군 조종사들의 조직후원인식을 증가시켜야 하며 이를 위해 공군은 공군 조종사들에 공정성, 조직 외재적 보상, 조직 신뢰, 상급자 후원인식에 더 많은 주의를 기울여야 한다는 것이 밝혀졌다.
