With the dawn of the new millennium convergence has become the social phenomenon which rules the change of our society into a ubiquitous world. With the emerging technology, the boundary that exists among what was traditionally known as different industries has disappeared. As a result, such phenomenon made various industries to cooperate with each other and merge together regardless of each other’s characteristics. The era of convergence provides a wide variety of options as well as countless benefits to the consumer. However it is still true that the converging industries each carry its own unique order of system that is sometimes impossible to converge. Therefore the physical convergence could cause nothing but confusion and what people expected to be a convergence of two industries to be merely a transplantation of each other’s disciplines. As a result, the expected effect could turn out to be a disaster and cause damage to the industry as a whole.
This article specifically conducts studies of the issues relevant to the Korean IPTV policy, an industrial sector that is under heavy dispute. Using some of the negotiation techniques, this article approaches to see why the IPTV issue has become a cause of a near-decade controversy and suggests a solution to the problem. Furthermore, the negotiation techniques the study employs could become a cornerstone for assisting future convergence issues to avoid needless contention.
새로운 세기를 맞아 디지털 컨버전스는 유비쿼터스 사회를 맞이하는 과정에서 필연적으로 나타나는 현상이다. 기술의 진보로 인해 전통적으로 서로 다르다고 여겨진 이종 산업들간의 통합/융합이 활발하게 이루어지고 있다. 이에 따라 각자 산업이 가지는 특성에 아랑곳 없이 이종 산업간의 통합/융합은 거스를 수 없는 대세이다. 이러한 컨버전스의 시대에 소비자들은 많은 혜택을 누릴 수 있다. 그러나 여전히 서로 너무도 다른 산업들이 각자 고유의 질서를 가진 상태에서 이루어지는 물리적인 융합은 많은 부작용을 초래한다. 이러한 부작용은 애초 기대했던 긍정적인 효과를 소모하는 현상마저 발생시킨다. 이 논문은 IPTV의 사례를 중심으로 조사하여 디지털 컨버전스를 활성화 하기위한 방법들을 협상학적인 측면에서 접근하여 조사, 향후 발생할 수 있는 많은 통/융합 사례에 대비하기 위한 방법론을 제시하고자 시도했다.
