Questions on whether knowledge spillover facilitates innovation and to what extent it does still remain to be answered in Korean literature. I estimated the production function of economically valuable new knowledge using patent applications and R&D expenditures data of 251 Korean firms in 1981~2003. This is the first attempt to take into account technological proximities among Korean firms, thereby correctly estimating inter-firm spillover effects.
R&D expenditure, stock of knowledge, R&D activities of technological neighbors non-linearly increased innovation. There was a diminishing return to R&D, which was partly offset by the accumulation of knowledge and knowledge spillover. Firm-specific attributes such as size and R&D intensity conditioned firms' R&D performance. The primary sources of innovations of large or R&D intensive firms were their own R&D expenditure and stock of knowledge. On the other hand, small firms and not R&D-intensive firms produced more innovations from others’ R&D rather than from their own R&D. These findings suggest that asymmetric knowledge spillover among firms may be one possible explanation for the stylized facts about the relationship between R&D productivity and firm size. Also, it implies that appropriate managerial decisions and public policies on innovation should be based on individual characteristics of the relevant party.
