Now, it is planned to put into effect the emissions trading policy for air pollutants from industrial facilities in the first of July, 2007, in metropolitan area of Korea. The introduction of the emissions trading policy is important to enhance the reduction ratio of the air pollutants and to give economic incentives to target facilities under emission-cap regulation. The emissions trading policy is likely as carrots against the sticks of emission-cap regulation. It is necessary to introduce suitable emissions trading policy to attain easily to the goal of the improvement of air status. However it is questioned that present emissions trading policy is suitable to that goal because it was much different with original suggestions in the way of the discussions with industrials and relative ministries.
The purpose of this study is to analyze courses of discussion and the current system of the emissions trading policy and to show development strategy to attain the effective air improvement.
The introduction of the present emission trading policy is a fruit derived from the endeavor of Ministry of Environment and NGO' assistance with the help of Congress.
However, it is necessary to improve the present system of the emissions trading policy to enhance the effectiveness of enforcement. To improve the system, this study suggests as follows.
First, it is suggested that it should constitute management panel for the emissions trading policy, including target facilities to gain the support of target facilities about the management of the emissions trading policy.
Second, it should be wise to allow participation of non target facilities in emission-cap system and every related party to take part in emissions trading market to enhance the activities of trading and the reduction ratio of the air pollutants.
Third, it is necessary to give information of trading to the participants to relieve the researching cost and to raise level of participation of the emissions trading.
Fourth, it is necessary to give the long tenii emission-cap on the emission of target facility to help establishment of the future project.
Fifth, it is necessary to give subsidy to target facilities that have unsold emissions, which can be regarded as compensation of the ban of the banking and the reduction of emissions.
배출권거래제도에 대하여는 국내외에서 많은 연구가 있어왔으며, 우리나라에서는 이해관계자 및 관계부처와의 수많은 회의 및 협의, 토론회, 세미나 등을 거쳐 배출권거래제도의 입법에 성공하여, 2007년 7월 1일부터 시행하기로 되어 있다.
본 연구에서는 배출권거래제도의 시행을 앞둔 현 시점에서 대기환경개선이라는 정책목표를 달성하고, 시행 시에 발생될 문제점을 미연에 방지하여 배출권거래제도의 효율성을 높이기 위한 목적으로, 환경부의 각종 협의, 회의 및 검토 자료와 환경부 담당자, 관계 전문가, 산업계 실무자 등과의 인터뷰를 통하여 배출권거래제도의 입법과정과 도입전략 및 현 배출권거래제도의 효율성을 분석하였으며, 이러한 분석 결과와 배출권거래제도에 대한 사업장 설문조사, 문헌조사 등을 통하여 배출권거래제도의 효율성을 제고하기 위한 발전전략을 제시하였다. 이러한 연구결과를 요약 정리하면 다음과 같다.
첫째, 환경부에서는 상당한 기간 동안 배출권거래제도를 도입하기 위한 학문적, 기술적 기반을 확보하기 위하여 노력하여 왔고, 이를 입법하기 위하여, 배출허용기준제도, 배출부과금제도, 연료규제 제도 등의 기존 규제와의 양립성 문제를 해결하여 왔으며, 오염물질 배출량의 정확한 측정 및 감시체계 구축과 전담 행정기구 설치 등을 통하여 기술적 문제를 해결하여 왔다. 또한, 동 제도에 대한 정치적 지지를 확보하기 위하여, 관련연구회 구성, 연구용역 수행 등을 통한 배출권거래제도 시행에 대한 공감대를 형성하였고, 지자체와 긴밀한 협조 하에 입법을 추진하였으며, T/F회의를 구축하여 환경단체, 관련부처, 산업계 등과의 합의를 도출하였고, 국회의원들에 대한 끈질긴 설득을 통하여 국회의 지지를 확보하는 등의 노력을 기울였다.
둘째, 현 배출권거래제도의 효율성을 분석한 결과, 제도 시행시기, 시행지역, 대상물질, 총량초과부과금, 배출권거래제한 등에 대하여는 현 시점에서는 효율적이나, 배출권의 이월허용 규정과 일반사업장의 총량관리에의 자발적 참여 금지에 대하여는 문제가 있다고 판단되었다.
셋째, 배출권거래제도의 바람직한 발전방향으로 정치적 지지의 외연 확대와 기술적 난점 해결을 도출하였고, 이를 구체화하여 다음과 같은 발전전략을 제시하였다. 먼저, 배출권거래제도 시행에 대한 정치적 지지의 외연 확대와 기술적 난점 해결을 위하여 제도운영협의회를 수도권대기환경청에 구축하는 것이 필요하다는 것이다. 또한, 배출권거래제도 실시에 따른 경제적 이익의 실현가능성을 높이기 위하여 거래참여 확대가 필요하며, 이를 위하여 일반사업장이 총량관리제에 자발적 참여를 할 수 있도록 하고, 배출권거래 참여자를 확대하는 것이 바람직하다는 것이다. 다음으로, 배출권거래제도 이행부담 완화를 위하여 거래정보 제공체계를 구축하고, 정책시행의 신뢰성 및 환경투자 정보제공차원에서 장기간의 배출허용총량 할당이 필요하다는 것이다. 끝으로, 사업장의 오염물질 배출 저감노력에 대한 보상으로 미거래된 배출권에 보조금을 지급하고, 배출권거래 활성화 및 대기환경 개선을 위하여 배출권의 이월 금지가 요구된다는 것이다.
