Recently Defense Acquisition Environments have been changing rapidly and have become more sophisticated by acceleration of technological development, increase in budget amount and prolonged project period. To cope with these environmental changes, the acquisition management system must be optimized to an efficient and impartial one. Moreover, continuous improvement in the current acquisition management system is essential.
Since the introduction of the acquisition management concept, we have kept doing research and improving the acquisition system and its management. However, the outcome was not satisfactory. In this thesis, we tried to suggest a decision process model of the defense acquisition, and also analyzed the real defense acquisition case.
By deep analysis of the acquisition system and its real case, first, we found out that the frequent type of interrupt in the defense acquisition decision process is time delay with budget constraint being its main cause. Secondly, we found out that the technological characteristics and systematic problems also generate the interrupt.
To improve current acquisition management system, we need to secure the applicable budget amount and to establish an independent and integrated acquisition management organization. Additionally, we should start cultivating skilled and specialized agents in the field of managing defense acquisition management and technology acquisition project management.
최근의 국방획득관리 환경은 기술발전 속도의 가속화, 예산규모의 대형화, 사업기간의 장기화 등으로 인해 점점 복잡하게 급변하고 있다. 이에 대응하기 위해, 국방획득체계은 공정하고 효율적인 방향으로 최적화 되어야 하며 지속적인 개선이 필수적이다.
획득관리라는 개념이 국내에 도입된 이래로 지속적인 연구와 개선을 위한 노력이 있어왔으나 그 성과는 미흡한 수준이다. 이러한 한계를 극복하기 위해 본 연구에서는 국방획득관리 의사결정 과정 모형을 제시하고 이를 활용하여 실제 사례를 분석하였다.
기존의 국방획득관리 체계와 제도 절차에 대한 분석과 실제 사례 연구를 통해 다음과 같은 결론을 얻었다. 우선, 국방획득관리 의사결정 과정에서 가장 빈번하게 발생하는 장애유형은 사업 연기 형태이며 그 주된 원인은 예산제약이다. 둘째, 각 사업의 기술적인 특성과 제도 절차 자체의 문제점 또한 여러가지 장애를 유발하고 있다.
현재의 획득관리 체계를 개선하기 위해서는 먼저 적절한 가용예산을 확보해야하며, 독립되고 통합적인 국방획득관리 조직의 설립이 요구된다. 또한, 숙련되고 전문화된 획득관리 전문 요원의 육성이 시급하며 특히 국방 획득관리 분야 전반에 대한 전문가와 기술 획득 관리 전문가, 사업관리 전문가의 육성이 필수적이다.
