Operational risk measurement has been an impending issue in financial institutions, since Basel II accord was finalized as of June, 2004. As one of three operational risk measurement methods, Advanced Measurement Approach (AMA) is widely preferred by banks, because it is more sophisticated measuring method than others. AMA allows each bank to develop its own method to measure operational risks so that there is not officially fixed way of measuring them. This thesis employs a self assessment technique by use of subjective data. The key concept is derived from software project risk estimation methods including wide band Delphi and Monte Carlo simulation. In order to illustrate the application of our method, Delphi interview was conducted among 30 business managers and experts in a bank. Subjective data are assessed and resulted in a loss distribution, which is compared with historical internal data. It is found that the self assessment technique is reliable in terms of expected losses. Furthermore, it is more likely to improve operational risk management thanks to the bottom-up approach.
2004년 6월 바젤II 협약이 확정된 이후 운영리스크의 측정은 금융기관들의 당면과제가 되었다. 운영리스크를 측정하는 세가지 방법 중 하나로서 고급측정법은 상대적으로 정교한 측정법이라는 점에서 은행간에 널리 선호되고 있다. 고급측정법은 각각의 은행으로 하여금 자신만의 고유한 운영위험을 측정할 수 있도록 함으로써 정형화된 측정방식이 존재하지는 않는다. 본 논문은 주관적 데이터를 이용한 자가평가방식을 채용하고 있다. 핵심 개념은 밴드 와이드 델파이 방식과 몬테카를로 시뮬레이션을 포함한 소프트웨어 프로젝트 위험 측정방식으로부터 도출된다. 이러한 방법의 적용을 위하여 은행의 전문가 그룹 30명에 대한 델파이 인터뷰가 실시되었고, 얻어진 주관적 데이터는 손실 분포도로 나타내었다. 측정 결과 자가평가방식은 기대손실 측정이라는 측면에서 신뢰성이 있는 것으로 나타났다.
