A dramatic increase of environmental concerns has led the Korean government to take into account environmental issues in policymaking. In 1995 the government began to implement a policy called the Designation of Environmentally Friendly Companies to motivate companies to reflect environmental concerns in their management. Initially, the fluctuating number of participating companies showed concerns about the policy but recently the level of participation has been increasing steadily demonstrating the effectiveness of the policy. In the survey and interview aspect of my thesis, I asked the following questions to persons in charge of achieving the Designation in the Pulp and Paper Industry. First, what is the motivation for participation in the policy? Secondly, how effective is the current policy? Thirdly, what are the problems encountered, especially by the small and medium sized companies, while participating in the policy? Finally, why companies continue to participate in the policy in spite of insufficient incentives?
This case study focuses on finding ways to motivate companies to attain the Designation of Environmentally Friendly Companies in Pulp and Paper Industry. Based on my in depth case study of eight pulp and paper companies in Korea, the most effective way to motivate them is by providing appropriate incentives. The incentives that they find attractive vary depending on the size of the company, the management style, and the interest of the CEO.
Recently the Korean government has made significant modifications to the policy which shows that the policy is in need of further analysis and amendment. This study will conclude with suggestions on how to improve the policy by motivating companies to actively participate in environmentally friendly management.
최근 환경문제에 대한 이해가 새로와지면서 국내에서도 기업들의 자발적 환경경영을 유도하기 위해1995년 환경친화기업지정제도가 도입되었다. 시행초기 참여기업의 수가 증가와 감소를 반복하였으나 최근 들어 참여하는 기업의 수가 증가하고 있는데 본 연구에서는 기업들의 참여동기가 무엇이고 제도의 효과와 문제는 무엇인지 알아보기 위해 환경민감도가 높은 제지펄프 기업들을 중심으로 설문 조사하였다. 그리하여 환경친화기업지정제도의 활성화를 위해 기업들에게 제공되어야 할 인센티브는 어떤 것이 있는지 알아보고자 한다.
