This paper suggests the process of IT governance and performance measurement system development for IT division of financial company using IT-BSC(Balanced Scorecard).
Main features and factors affecting IT governance and performance of IT division of financial company were derived based on literatures. The normative IT governance and performance measurement model for IT division of financial company was suggested. This model was based on IT-BSC which was suggested by Prof. Grembergen for measuring IT division of company.
In order to apply the developed evaluation model with some adjustments, the real evaluation case study for a bank was performed as the last step of this thesis. This real study was co-worked with the members of a bank. By their assistance, this real study could find another important evaluating factors. The members decided weights of performance indicators through the designed questionnaires for the model and the weight for each measure was calculated by using geometric mean of their results. The results of this case study were very satisfactory that the suggested IT governance and IT performance measurement system is useful and applicable to the real case.
