The intelligent software agent is software program that can perform specific tasks autonomously on the user’s behalf. Software agents can be classified with the help of a very useful framework; information agent, cooperation agent, and transaction agent.
This is the time when the concept of e-Government emerged is and the necessity of e-Government is stressed. The approach to e-Government can be differentiated into three dimensions; smart government which deals with the internal process innovation, satisfying government which concerns with the external service to the private sector (the public and companies) which is the customer of government, infrastructure of e-Government with supports all the other components from the bottom. These three different dimensions were reviewed from the viewpoint of 4-phased developmental model of e-Government.
Reflecting results of those studies I identified the limitations of current researches and showed the necessity of software agent in e-Government. Moreover, I suggested some intelligent software agent cases which are very useful and eligible for e-Government. I tried to show a practicable roadmap and potential for employing software agent in a relevant part of government.
인텔리전트 소프트웨어 에이전트는 사용자를 대신해서 여러 가지 업무들을 수행하며 일정 수준의 지능을 가지고 스스로 사용자 및 환경과 협업하는 소프트웨어 프로그램이다. 이와 같은 인텔리전트 소프트웨어 에이전트는 크게 정보 에이전트, 협업 에이전트, 트랜젝션 에이전트로 나누어 볼 수 있다. 정보 에이전트는 주로 인터넷이나 네트워크 상에서 사용자에게 필요한 정보를 검색하는 역할을 수행하며, 협업 에이전트는 하나의 에이전트가 해결하기 어려운 문제들을 여러 에이전트들이 공동으로 수행하며, 트랜젝션 에이전트는 전자결제, 조달 등 네트워크 상의 트랜젝션을 담당한다.
전자정부에서 이와 같은 인텔리전트 소프트웨어 에이전트는 많은 분야에서 사용될 수 있다. 전자정부를 구성하는 세 부분은 정부 내부의 프로세스 개선을 목표로 하는 Smart 정부, 국민과 기업을 대상으로 서비스를 제공하는 Satisfying 정부, 그리고 이 모든 부분을 지원하는 기반구조로 이루어진다. 이러한 각각의 분야는 전자정부의 4단계 발달모델 하에서 단계마다 추구하는 바가 각각 존재한다.
이와 같은 연구의 결과를 통해서 이 논문에서는 기존의 전자정부 연구와 소프트웨어 에이전트 연구의 한계점을 보인 후, 전자정부에서 인텔리전트 소프트웨어 에이전트의 필요성을 설명하였다. 그리고 매우 유용하고 적절하게 사용될 수 있는 구체적인 인텔리전트 소프트웨어 에이전트의 사례들을 조사하고 그것을 전자정부의 발전 단계마다 어떻게 응용할 수 있는 가에 관한 가능성을 구체적으로 보였다.
