The advent of information technology indeed has brought many changes in our lives. As information technology improves, the application of IT has been widely discussed and the governmental services could not be an exception.
To provide the best services to citizens, many countries have tried and invested lots of efforts but in reality the outcome of e-Government services has not been identified yet. Korea, with one of the best information technology infrastructure in the world, has also pursued e-Government projects. Among many areas of e-Government services, this research focused on the G4C (Government for Citizens) projects.
Based upon Technology Acceptance Model (TAM), this research tried to figure out what factors would affect the intention to adopt e-Government services. Perceived Quality of eGov-related services, Perceived Inherent Characteristics, and computer utilization & environment are the main axes in this research. Each item does affect the intention for e-Government services but it was found that Perceived Inherent Characteristics, which are derived from Technology Acceptance Model (TAM), performed a mediating role in the relationship of Perceived Quality of eGov-related services with the intention for e-Government services. Besides, computer utilization & environment had a moderating effect on the relationship of Perceived Inherent Characteristics with the intention for e-Government services.
As a result, this research succeeded in finding out the factors that affect the intention for e-Government services. The mutual interaction, mediating effect, and moderating effect in the research model proved to be very interesting. Appreciation of the results in this research will produce useful insights for the e-Government services.
정보기술의 출현은 우리 삶에 참으로 많은 변화를 가져왔다. 정보기술이 발달함에 따라 정보기술의 활용이 광범위하게 논의되어왔고, 정부 서비스 부문에서도 마찬가지였다.
국민들에게 최상의 서비스를 제공하기 위하여, 많은 나라들이 분투하였고 많이 투자하였지만, 실제로 전자정부 서비스의 결과는 아직까지 명확하게 밝혀지지 않았다. 세계에서 가장 뛰어난 정보기술 인프라를 가진 나라 중의 하나인 한국 또한 전자정부와 관련한 여러 프로젝트들을 수행하여왔다. 전자정부 서비스가 아우르는 넓은 범위 중에서 본 논문은 G4C(대국민서비스) 프로젝트에 초점을 맞추었다.
기술수용모델(Technology Acceptance Model)에 기반하여, 본 연구에서는 전자정부 서비스를 수용하려는 의도에 영향을 미치는 요소들을 규명하려 노력하였다. 전자정부와 관련한 서비스들 중에서 인지된 서비스 품질, 인지된 내재적 특징들, 컴퓨터 활용능력과 컴퓨터 사용환경이 본 연구의 주된 축이다. 각 항목들은 전자정부 서비스를 수용하려는 의도에 영향을 끼치지만, 기술수용모델(TAM)에서 얻어낸 ‘인지된 내재적 특징’이, ‘전자정부 관련 서비스들에 대한 인지된 서비스 품질’과 ‘전자정부 서비스를 수용하고자 하는 의도’간의 관계에서 매개변수의 역할을 한다는 점이 발견되었다. 또한 컴퓨터 활용능력과 컴퓨터 사용환경이 ‘인지된 내재적 특징’과 ‘전자정부 서비스를 수용하고자 하는 의도’사이에서 조정작용(Moderating Effect)을 한다는 사실도 발견되었다.
본 연구는 전자정부 서비스를 수용하고자 하는 의도에 영향을 미치는 요인들에 대한 탐험적 연구로서, 요인들을 발견하는 데에 어느 정도 성공하였다. 본 연구에서 사용된 모델에서는 상호작용(Mutual Interaction), 매개변수(Mediating Effect) 작용, 조정변수(Moderating Effect) 작용 등이 검증되었으며, 그 결과가 매우 흥미롭다. 이 결과를 음미하여 본다면 향후 전자정부 서비스에 관한 유용한 통찰력을 얻는데에 도움이 될 것이다.
