Recently, the emergent growth of real-time multimedia applications brought forth two new technologies, FGS video coding method in the field of video and TCP-friendly transport protocol in the field of network. With these two technologies, it is now possible to deliver videos of as high quality as possible while maximally utilizing available network bandwidth estimated by TCP-frienldy congestion control mechanism. Without decoder buffer control, however, the amount of video in the decoder buffer is arbitrarily determined and sometimes a decoder buffer underflow which triggers rebuffering occurs. So we propose an advanced streaming method which maintains decoder buffer backlog at a target point while maximally utilizing given TCP-friendly rate. By choosing an approapriate target point in view of playback time, the proposed streaming method guarantees continuous playback even when the network status is severely changing.
