In 1989, the government of Korea understood the importance of basic research, and declared "the year for promotion of basic research". The budget of basic research increased rapidly each year. However, the utilization of developed technologies is very limited because of the absence of systematic management. This thesis suggests a method of systematic management for mission oriented basic research.
1) This thesis tries to show a conceptual model of strategic management for mission-oriented basic research. The model consists of five stages such as the planning stage, the programming stage, the on-going stage, the finishing stage, and the utilization stage. The findings are made by literature review, questionnaires and interviews with researchers and project managers, appraisal sheet, and experience of management.
2) To increase the research performance and to develop the qualitative evaluation,
the 7 scales of research performance were developed by questionnaires that were made by project researchers in universities and managers in Agency for Defense Development.
3) The basic research is mainly evaluated by peer review. So, the selection of peers is the most important thing in peer review because the results of peer review depend upon peers. This thesis suggests the findings for the selection of peers by the analysis of 913 appraisal results.
4) For the impartial evaluation of basic research, the quantitative evaluation was developed, using the 7 scales of research performance. However, the results of quantitative evaluation differ from the results of peer review. Therefore, to supplement the weakness of these methods, the combined model was developed.
5) The affecting factors for technology transfer and commercialization were provided by a case study of fiber optic gyroscope technologies that succeeded the commercialization using the results of basic research in university
