For the past several years, leading companies have used Information Techmology to realize their strategy. But according to a research carried lately, due to the Internet, Information Technology changes their strategy and at last any enterprises, do not have a plan to conduct e-Business in the near future, will be disappeared. Like this enterprise has evolved, as human does, to fit the changing their environment, with changing their shapes, and their value chain. But in the evolution, as human only have changed their means and method used to maintain their lives and they not changed their essence of energy to maintain their lives, enterprise has changed their business process to fit an business situation, but they has not changed their essential data. As an example in Banking, in the beginning, the transactio was processed by a bank clerk, and secondly, Automatic Teller Machine process was used, and now a days, PC Banking, Phone Banking, Internet Banking is more popular. But the Processing Data, such as Account number, Balance, Customer Name, has not changed. For these reason, we must concern the permanent data and need enterprise data management methodogy above all. Only after sstematic arrangement and construction of enterprise's data by their own hand, which is requirement formulation process, and then whatever they make their Application in house, outsource to Service Provider corporation, or conduct Enterprise Application Integration. Otherwise, they fail and lose their money invested in system construction. But most recently popular System Development Methodologies, such as Information Engineering Methodologies and its followere, are focus on requirement analysis process and not consider seriously a requirement formulation process.
For these reson, this thesis is emphasized the need of requirement formulation process before requirement analysis process and the importance of enterprise data management applied requirement formulation methodology through a comparison of the production applied two methodologies, Information Engineering Method and Non Stop Methodology, in the view of data modeling, with suggesting a process of effective construction of enterprise's knowledge data.
