Since the middle of 1990s, Internet has been rapidly developed and widely accepted. Now, it is considered the infrastructure of the new information society in the 21st century. Also internet has fundamental influence on the network of common carriers in a way that within several years, the network migrates to an integrated multi-service network carrying voice, data and video at the same time. Before the present network is replaced completely by the IP-based network, integrating PSTN/IN with internet may expand network externalities, cut down cost, and make it simple to operate network under the integrated platform.
In this paper, strategy for migrating to cost-effective IP-based network is proposed and analyzed for the benefit of Korea Telecom. First, data dedicated Kornet network need to be converted into VoIP for voice and data using H.323 protocol. Secondly Kornet network can be interconnected with PSTN/IN using gateway and gatekeeper so that boundary services between internet and PSTN/IN can be offered. Lastly, with the introduction of IP functionalities into local exchange PSTN, local exchange become IPOP(Internet Point of Presence). As a result, PSTN resource can be used efficiently,and innovative IN services can be offered through the PSTN/IN and internet.
