As groupware has been acknowledged as a useful tool supporting groups and BPR, many organizations implemented groupware and are using it widely. And many korean public organizations have been using it especially for office automation. But the effectiveness of groupware has been referred to in vague words and shown different aspects in each organization. So public organizations using groupware need to assess the utilization of groupware and check the effects of it. The purpose of this study is to offer analysis methodology of utilization and effects for public organizations using groupware. For this, we categorized factors influencing groupware use and groupware effects with qualitative and quantitative ones. And then we suggest groupware utilization and effects analyzing methodology. According to this methodology, we analyzed groupware utilization and effects in one korean public organization using groupware product. We interviewed and surveyed questionnaire. In this field study, we show that groupware offers the organization to economic benefits and other intangible benefits such as increasing work efficiency, information sharing, supporting decision making and communication, increasing information mind. In addition to this, we reveal that groupware has been accepted in different levels in each person and department according to its characteristics. To foster benefits of groupware, organizations have to change its environment, culture and business process.
