Despite the fact that nuclear power has become a major energy source in Korea, the public attitude toward it shows a typical NIMBY (Not In My Back Yard) phenomenon. In order for designing an effective policy, it is essential to obtain reliable knowledge about how the public perceive and judge the risks and benefits of nuclear energy. A public risk judgment model was developed through both constructing the perception variables by Latent Class Analysis and quantifying the relationship between acceptance and perception variables by Logistic Regression. Two independent sets of nation-wide survey data provided the parameter estimates and the validity of the model. As a result, the perception level of risks and benefits could be quantified and National Acceptance and Local Acceptance could be modeled by the perception variables.
While lay people judge the risks and benefits through the process of perception, experts have relevant knowledge and information about nuclear energy and depend on the scientific facts or inferences in judgment process. Thus their opinion and consensus should be examined and taken into account during policy formulation process. For the purpose of eliciting expert's opinion, the web-based on-line survey system (eBOSS) was developed. The Web provides an easy graphical user interface that enables users to complete the survey at their own convenience and answer questions in a low-overhead fashion. Using the survey system, experts' views were tallied, analyzed and compared with the public. While there were differences in the perception of risks as well as benefits between the public and expert, similar preferences on alternative policies appeared.
This study is one of the first attempts to statistically examine the nexus between the perception and the acceptance of nuclear energy. The methodologies may give the basis for investigating the structure of the public attitude on new technologies and the results can be useful to design public information and risk communication program, to develop remedial policy actions, and thus to improve the public acceptance of nuclear energy.
원자력발전은 우리 나라의 주요 네너지원의 하나로 자리잡았으나 일반 국민들의 원자력에 대한 태도는 뚜렷한 NIMBY (NOT in My Back Yard)현상을 나타내고 있다. 본 연구에서는 원자력에 대한 사회적 위험수용을 결정하는 사회의 위험판단구조를 밝혀내고 이로부터 정책결정에 유용한 정보를 얻어내고자 하였다.
일반인들의 경우 위험수용의 설명을 위해서 원자력에 대한 인식이 어떻게 형성되어 있는지를 분석하고 그 결과 계량화된 인식변수가 어떻게 수용성과 관련되어 있는지를 정량화하는 과정을 거치는 일반인 위험판단 모델을 제시하였고 원자력에 대한 전문지식을 가진 전문가의 경우는 인식과정이 없이 의사결정과 관련된 모든 평가기준에서 에너지대안간의 상호비교를 통해 대안을 선정하는 전문가 위험판단 모델을 제시하였다.
일반인 위험판단 모델의 인식변수 계량화를 위해 Latent Class Model을 이용하였고 수용성에 이러한 인식변수가 어떻게 영향을 주고 있는지를 정량화하기 위해 Logistic Refression Analysis를 이용하였다. 또한 위험인식뿐만아니라 원자력의 편익인식을 포함하였으며 국가적수용과 지역적수용을 분리하여 고려하였다. 두 가지 독립적인 전국민 설문조사 자료에 대해 모델을 계량화한 결과 동일한 수치를 얻게 되어 모델의 타당성을 검증할 수 있었다. 인식변수의 계량화에 의해 여러 집단간의 인식수준을 측정할 수 있었고 이를 통해 집단간 수용성의 차이를 설명할 수 있었을 뿐만 아니라 인식개선에 효과적인 정보전달 전략을 찾아낼 수 있었다. 또한 어떤 인식변수가 부정적이고 어떤 변수가 수용성에 큰 영향을 미치는지를 파악할 수 있어 수용성 향상을 위해 필요한 정책개선방향의 윤곽을 잡는데 도움이 되었다. 이를 바탕으로 몇 가자 정책대안에 대한 일반인의 정책선호도를 조사해 보았다.
전문가 의견을 조사하기 위해 웹을 기반으로 하는 온라인 서베이 시스템 (wEb-Based Online Survey System : eBOSS)을 개발하였다. 이를 통해 원자력 전문가들의 의견조사를 시행하였고 그들의 위험평가 모델을 검증하였다. 또한 전문가와 일반인의 인식, 판단 차원의 상이점과 정책대안에 대한 선호차원의 유사점을 확인하였다. 에너지 문제에 대한 의견교환의 장소로 인터넷의 활용을 제시하였다.
본 연구의 방법론과 결과는 과학기술에 대한 사회의 수용현상을 연구하는데 기초자료로 유용할 것이다.
