Intelligent network(INs)are well suited for implementing universal personal telecommunication(UPT)services. For the efficient planning of INs accommodating UPT services, it is essential to analyze the effects of UPT user personal mobility. In this paper, we propose an intelligent network architecture with Fixed Local Anchor(FLA) to support UPT services. We evaluate the performance between service switching point (SSP) and service control point (SCP). The performance of the proposed IN depends on the characteristics of UPT user mobility and incall deregistrations. The proposed IN yields a better performance than the INs based on IS-41 as UPT user mobility decrease and as the probabilities of explicit incall deregistrations and the range of LSTP (Local Signal Transfer Point) region increase.
