The Korean government intends to mobilize private capital as a means of providing resources for SOC investment as well as of introducing private sector efficiency into the process of development.
Though the importance of SOC itself has been emphasized, there are few studies on the project management specifically from the viewpoint of private sector. Therefore, the purpose of this study is to explore which factors specifically affect the performance of project management. In this study, several factors are divided into four major construct-categories and form the framework for SOC project management. To validate this framework, provided are in-depth case studies for three parking lot projects led by a construction company of Korea.
The data are collected by interview and through in-depth case studies, data are qualitatively analyzed.
The results suggest that (1) the major factors of project management are design/supervision, teamwork of related members, preparation for operation and approval work from authorities; (2) the concept of positive participation and communication have been found important to the performance of project management; (3) the above major factors could be considered to new SOC projects like light transit system.
Further research with various projects and more elaborated research methodology will be needed to improve the results of this study.
