This study aims to examine the driving forces that influence the formation of national security strategy and the direction of inter-state conflict. In detail, centering on identity factors at implicit cognitive layers, it explores the driving forces not only influence the formation and changes in nuclear strategy but also cause intractable conflict and deadlock in negotiations during inter-state conflicts. This study derives the cognitive variables of identity and uses the CLA (Causal Layered Analysis) to illustrate the influencing mechanism among cognitive layers. The CLA provides insights into how cognitive mechanisms shape the concepts that identity factors give meaning to and demonstrates their links to national security and behavior. The underlying assumption of this study is that nuclear strategy and intractable inter-state conflict arise from interactions among the key frame variables at cognitive layers: “ingroup definition,” “outgroup definition,” and “conflict narrative.” It examines two cases: the US nuclear strategy formation and the U.S.–North Korea denuclearization negotiation. The theoretical framework enables the study to comprehend how their interactions have influenced forming security concepts, how they have been reflected in the nuclear strategy discourse, and how the variables have influenced conflict and negotiation. Regarding national security strategy formation, this study derives propositions that the ingroup definition of identity frames affects nuclear strategy as a driving force. Interpreting the explicit layers’ realities by the implicit frames centered on identity concepts affects forming of security concepts and the direction of nuclear strategy. Moreover, with respect to inter-state negotiation, the research draws theoretical propositions that “ingroup definition” exerts a major influence on the conflict, and the differences in interpreting agendas between conflicting countries, which are understood to be centered on the ingroup concept, lead to deadlocked negotiation. Furthermore, the research finds that the influence of conflict narratives shared between the countries can make progress in the negotiation.
이 연구는 국가의 안보전략의 형성과 국가간 갈등의 방향에 영향을 주는 동인을 고찰하고자 한다. 본 연구는 기존의 전략이론이나 국제관계 이론이 제시하는 바와 달리 집단의 내재적 인지계층에서의 정체성의 개념요인을 중심으로 하여 안보전략으로서 핵전략의 형성과 국가 간 갈등에서의 완고성과 협상의 교착을 야기하는 동인을 파악하고자 한다. 미래학에서 적용된 인과계층분석 (CLA)는 정체성의 인지적 변인들을 도출하고 인지계층 상호 간 영향에 대한 메커니즘을 파악하게 한다. CLA는 정체성 요인에 의하여 형성된 내재적 계층의 안보개념이 어떻게 국가안보행위에 연계되는지를 보여준다. 본 연구는 핵전략 형성과 국가간 완고한 갈등의 지속이 인지적 계층에서의 ‘내집단정의’, ‘외집단정의’, ‘갈등의 서사’라는 주요한 변인들간의 상호작용에 의하여 생성된다는 이론적 전제를 바탕으로 미국의 핵전략 형성과 북-미간 비핵화 협상의 두가지의 사례를 고찰한다. 연구의 이론적 분석틀은 이들의 상호작용이 안보전략의 형성과 핵전략 담화가 어떠한 방향으로 구성되게 하였는지와 이들이 어떻게 갈등과 협상에 영향을 주었는지를 고찰할 수 있게 한다. 이를 통해 연구는 국가 안보전략 형성과 관련하여 내집단 정의 요인이 핵전략 형성에 주요한 동인으로서 영향을 주었다는 명제를 도출한다. 그리고 정체성을 중심으로 한 내재적 계층의 개념적 요인들이 외재적 현실을 인식하게 하는 방식은 핵전략의 형성과 변화방향에 영향을 미친다는 명제를 도출한다. 또한 국가간 협상과 관련해서는 본 연구는 내집단 정의가 갈등에 주요하게 영향을 미치고 있고, 갈등 상대국 상호간 내집단 정체성 개념을 중심으로 의제를 인식한 결과가 협상의 교착을 야기한다는 명제를 도출한다. 그리고 국가간 공유되는 갈등의 서사의 영향성은 협상을 진전시키는 요인으로 작용한다는 명제를 도출한다.
