Artificial Intelligence (AI) as a general-purpose technology will greatly impact various socio-economic elements and create new opportunities for continuous innovation. Nowadays, AI advancement has attracted both public and private sector organizations worldwide. While the private sector has made extensive progress in developing AI and digital transformation strategies, the public sector cannot directly adopt these practices. One could claim that most AI models are based on a single agent with single goals; thus, it is a challenge to bring AI in the policy context because policymaking is inherently about multiple and conflicting goals. Adopting new technologies in the public sector demands tremendous focus on maximizing the public value, which is a complex compared to maximizing shareholders’ value. In addition, managers have very little knowledge of using AI in their operations. Therefore, countries worldwide face a new challenge in policy formulation to avoid the dark sides of AI and embrace the potential of its technological development for society and businesses. Thus, the purpose of this research is to use the theoretical framework to examine whether AI national strategies have covered the challenges of AI public policy, and to elucidate what is missing. The framework is composed of six dimensions before deploying any solution for public AI use: ethics, transparency and audit, accountability and legal issues, fairness and equity, misuse protection, digital divide, and data deficit. Based on the framework, a comparative study of countries is conducted. In conclusion, this study will discuss theoretical and practical implications for future research and practice.
범용 기술로서 의 인공지능(AI)은 다양한 사회 경제적 요소에 큰 영향을 미치고 지속적인 혁신을 위한 새로운 기회를 창출할 것입니다. 오늘날 AI 발전은 전 세계 공공 및 민간 부문 조직이 모두 AI에 대하여 관심을 가지도록 하는 계기가 되었습니다. 민간 부문이 AI 및 디지털 전환 전략을 개발하는 데 있어 광범위한 진전을 이룬 반면, 공공 부문에서는 이와 같은 민간 부문의 사례를 곧바로 적용할 수 없습니다. 대부분의 AI 모델은 단일 목표를 가진 단일 에이전트를 기반으로 합니다. 따라서 정책 수립은 본질적으로 상충되는 여러 목표에 관한 것이기 때문에 정책 맥락에서 AI를 도입하는 것은 어려운 과제입니다. 공공부문에서 신기술을 채택하려면 공공가치 극대화에 엄청난 집중이 필요한데, 이는 민간 부문의 여러 이해관계자 가치를 극대화하는 것에 비해 복합적인 측면이 있습니다. 게다가, 고위 관리자들은 공공분야에서 AI를 활용하는 것에 대한 지식이 부족한 편입니다. 따라서 전 세계 국가들은 AI의 어두운 면을 피하고 사회와 기업을 위한 기술 개발의 잠재력을 수용하기 위한 정책 수립의 새로운 도전에 직면해 있습니다. 따라서 이 연구의 목적은 이론적 프레임워크를 사용하여 AI 국가 전략이 AI 공공 정책의 과제를 다루었는지 여부를 평가하고, 무엇이 누락되었는지를 설명하는 것입니다. 이 프레임워크는 공공 AI 사용을 위한 솔루션을 배포하기 전에 윤리, 투명성 및 감사, 책임 및 법적 문제, 공정성 및 형평성, 오용 방지, 디지털 격차 및 데이터 결손이라는 6가지 차원으로 구성됩니다. 프레임워크를 기반으로 국가 비교 연구가 수행됩니다. 결론적으로 본 연구는 향후 연구와 실천에 대한 이론적, 실천적 함의를 논의할 것입니다.
