The rapid development of artificial intelligence technology provides innovation and convenience in everyday life, but concerns about adverse functions continue to be raised, such as causing unexpected risks. In particular, as artificial intelligence technology has increasing problems such as opacity and bias, governments in each major country are continuing to make policy efforts to solve safety and ethics problems for artificial intelligence in preparation for the development and spread of technology. This study deals with the characteristics and necessity of artificial intelligence algorithm regulation, and examines the ways major countries approach algorithm regulation and examples of regulatory systems introduced in policies. In addition, it proposes regulatory directions to strengthen algorithmic transparency along with the recent analysis of Korea's artificial intelligence algorithm regulation legislation.
인공지능 기술의 급속한 발전은 일상에 혁신과 편리함을 제공하지만, 예측하지 못한 위험을 초래하는 등 역기능에 대한 우려도 지속적으로 제기되고 있다. 특히 인공지능 기술의 불투명성, 편향성 등의 문제가 증가하고 있어 각 주요국 정부는 기술의 발전과 확산에 대비하여 인공지능에 대한 안전성 및 윤리 문제를 해결하기 위해 정책적 노력을 지속하고 있다. 본 연구에서는 인공지능 알고리즘 규제의 특성 및 필요성을 다루고, 주요국들이 알고리즘 규제에 접근하는 방식과 정책적으로 도입한 규제 제도에 대한 사례를 살펴본다. 더불어 최근 우리나라의 인공지능 알고리즘 규제 법안에 대한 분석과 함께 알고리즘 투명성을 강화하기 위한 규제 방향을 제안한다.
