This study aims to analyze the possible action plans of the self proclaimed nuclear power, the North Korean Regime, on the basis of Futures studies theories. North Korea has been a source of consistently high security tensions due to its nuclear development and strategy, having declared their ‘perfection of National Nuclear Forces’ in 2017. The international community has striven for nuclear non-proliferation in North Korea through sanctions and negotiation, while the Republic of Korea and the United States have deployed various deterrence strategies to counter the nuclear threat. For the most part, past studies have focused on the development process of the North Korean nuclear program or on analyzing the political implications of North Korean actions. This approach is inadequate to forecast what actions the North Korean regime will choose to take as a nuclear power. To overcome this limit, this study utilizes a Causal Layered Analysis and strategic culture to analyze the driving force behind North Korean nuclear strategy, taking into consideration the unique characteristics of North Korea, and aims to explore possible scenarios for alternative futures using the Scenario planning. As a result, North Korea has its own strategic culture formed through North Korea’s unique history that consists of a siege mentality and strong desire for survival. This makes North Korea regard nuclear force as a sort of ‘cure-all’, this belief serving as the main driving force behind its nuclear strategy. 4 alternative scenarios deduced through CLA focus on resilience against uncertainty, suggesting different possible strategies.
본 연구는 미래학 이론을 기반으로, ‘핵보유국’ 지위를 주장하는 북한의 향후 전략에 관해 탐색적 접근을 시도한다. 2017년 ‘국가핵무력 완성’을 선언한 북한의 핵무기 개발과 운용전략은 꾸준히 긴장을 고조시켜온 주요한 안보적 이슈이다. 국제사회는 오랫동안 북한의 비핵화를 시도했고, 한국과 미국은 핵무기에 대한 실질적 대응을 위해 다양한 형태의 억제전략을 추진해왔다. 한편, 기존의 연구는 핵무기 개발양상 자체에 초점을 맞추거나, 정치적 함의를 분석하는 데에 집중되는 한계가 있었다. 반면, ‘핵보유국 북한’을 가정하는 전략연구는 미흡했다. 이를 극복하기 위해 본 연구에서는 다층인과분석(CLA)과 전략문화를 통해 북한의 특수성을 반영한 북한 핵전략의 추동력을 분석한다. 나아가 시나리오 기법을 활용해 대안적인 미래의 탐색을 시도한다. 연구 결과 북한은 피해의식과 생존욕구에 기반한 과잉된 자의식(주체사상)을 보이는 전략문화를 가지고 있었고, 핵무기를 ‘핵보검’ 이라는 만능 해결 도구로 인식한다. 이 인식이 핵전략의 추동력으로 작용했다. CLA를 통해 4가지 유형의 전략을 가진 대안 시나리오를 도출했다. 이를 통해 다양한 전략의 가능성을 탐색적으로 바라보며, 불확실한 미래의 환경에 대비할 수 있는 역량을 제시한다.
