In response to the decline in active-duty soldiers due to the demographic cliff, the Ministry of National Defense is making various attempts, starting with reducing the standing force. Considering the upcoming second demographic cliff after 2033, it is necessary to realistically consider introducing a female conscription system rather than reducing active-duty soldiers. Meanwhile, since the abolition of the additional point system for those who served in the military in 1999, the debate over the introduction of the female conscription system has expanded gender conflict due to an approach from the perspective of male inequality, but no sincere discussion is taking place. This paper is meaningful by analyzing the cases of Israel and Norway, which operate a female conscription system, based on the time of introduction. It is also significant in that it analyzed our country's environment through SWOT analysis and matrix and derived practical strategies. Since the introduction of the female conscription system has a large social impact, it must be promoted from a long-term perspective, and it requires the formation of a culture of gender equality, in-depth research on utilizing female military service resources, and the formation of national consensus at the government level. Additionally, rather than introducing a conscription system all at once, a phased approach is needed through a volunteer system or selective conscription system.
인구절벽으로 인한 현역병 감소에 대해 국방부는 상비병력 감축을 필두로 다양한 시도를 하고 있으나,다가오는 2033년 이후 2차 인구절벽을 고려 시 감축보다는 여성 징병제 도입을 현실적인 측면에서 검토할 필요가 있다. 한편, 1999년 군 가산점 제도 폐지 이후 남성 불평등 관점에서의 접근으로 인해 여성 징병제 도입 관련 논쟁은 젠더 갈등을 확대시키고 있으나, 진정성 있는 논의가 이루어지지 않고 있다. 본 논문은 현재 여성 징병제를 운용하고 있는 이스라엘, 노르웨이의 도입 시점 병역제도, 추진 과정 등을 분석 하였으며, SWOT 분석 및 매트릭스를 통해 우리나라의 환경을 분석하고, 실질적인 전략을 도출하였다는 점에서 의의가 있다. 여성 징병제 도입은 사회적 파급력이 크기에 장기적인 관점에서 양성 평등문화 형성, 여성 병역자원 활용을 위한 종심 깊은 연구, 정부 차원 국민적 공감대 형성 등의 추진이 필요하며, 여성 모병제ㆍ선택적 징병제 등을 통한 단계적 추진도 검토해야 한다.
