As we approach the onset of a super-aging society in 2025, profound demographic and social changes, including accelerated aging and a rise in single-person households, present complex challenges. The escalating prevalence of elderly individuals living independently is anticipated to persist, driven by factors such as the growing number of individuals opting for solitary living, familial disconnection, and evolving perceptions of parental support.
This study delves into the societal ramifications of the surge in single-person households among the elderly, scrutinizes the constraints of prevailing care support policies for this demographic, and endeavors to bridge the persisting care gap through engagement in local community initiatives. With the advent of the baby boomer generation into the elderly populace and an extended healthy life expectancy, a nuanced transformation in the elderly population is underway, necessitating diverse and adapted care approaches.
To elucidate the escalation in single-person elderly households, the rising demand for care, and the ensuing challenges and limitations, an extensive analysis is conducted utilizing academic journals, conference materials, and diverse welfare and policy-related research literature. The investigation focuses on keywords such as 'single-person households,' 'single-elderly households,' 'elderly people living alone,' 'care,' 'community care,' and 'regional solidarity.' Domestic data post-2005, coinciding with the recognition of the term 'single-person household,' is predominantly employed, drawing references from research papers cataloged in DBpia and KCI. Additionally, overseas trends and case studies from the UK and Japan provide insights into potential issues stemming from the surge in single-person elderly households.
Through a comparative analysis of care challenges faced by the United Kingdom and Japan, nations grappling with the repercussions of super-aging societies and rising single-person households, this study identifies limitations in current policies catering to elderly individuals in single-person households. Notably, it reveals quality-of-life concerns arising from provider-centric, central government-led care and the resultant care gaps. Furthermore, it examines the lacunae resulting from the absence of a centralized coordination mechanism linking government initiatives with local communities for integrated care.
To propose alternatives, focus group interviews (FGI) were conducted, emphasizing village community-centered care cases. These interviews shed light on the potential role of local communities as an alternative to the existing care paradigm, emphasizing the need for a collaborative approach.
2025년 초고령사회 진입을 눈앞에 두고, 우리는 유례없이 빠른 고령화와 1인 가구 증가라는 복합적인 인구 사회 구조적 변화와 마주하고 있다. 혼자 사는 인구의 증가, 가족간 단절, 부모 부양에 관한 인식 변화 등으로 혼자 사는 고령자의 증가 추세는 지속될 전망이다.
베이비붐세대의 본격적인 고령층 진입과 건강수명 증가는 고령층의 다층적인 변화를 예고하고 있고, 이는 기존과는 다른 양상의 다양한 돌봄 욕구로 이어질 것이다.
본 연구에서는 고령자 1인 가구의 증가 현상이 가진 사회적 함의를 파악하고, 현행 고령자 1인 가구 돌봄 지원 정책이 가진 한계를 살펴봄과 동시에 이어질 돌봄 공백에 대한 답을 지역공동체 활동에서 찾고자 했다. 고령자 1인 가구의 증가와 돌봄 수요 증가 현황, 이로 인한 문제와 한계를 논의하기 위해 ‘1인 가구, 고령자 1인 가구, 노인 1인 가구, 독거노인, 돌봄, 커뮤니티케어, 지역사회 돌봄, 지역연대 등’의 키워드를 포함하는 학술저널, 학술 대회 자료, 각종 복지와 정책 관련 연구 문헌 등을 분석 대상으로 하였다. 국내 자료는 1인 가구에 대한 용어가 사용되기 시작한 2005년 이후의 자료들을 주로 활용하였고, DBpia, KCI에 등재된 연구 논문을 대상으로 참고하였다. 고령자 1인 가구 증가로 유발될 문제에 대해 고찰하기 위해 해외 동향, 영국과 일본의 사례 연구도 병행하였다. 우리보다 먼저 초고령사회, 1인가구 증가의 문제에 따른 돌봄 문제에 대해 고민해 온 영국과 일본 사례에 대한 고찰을 통해 우리의 고령자 1인 가구 돌봄 정책이 안고 있는 한계도 확인하였다. 공급자 중심, 중앙정부 주도하의 돌봄 정책에서 오는 고령자 삶의 질 문제와 이로 인한 돌봄 공백들을 확인하였고 이에 대한 대안으로서 지역공동체의 역할에 대해 제안하기 위해 마을공동체 중심의 돌봄 사례에 대한 인터뷰(FGI)도 진행하였다.
