Industry and society is indeed a technology-based evolutionary entity. Industrial Revolution could be a good evidence for this claim. However, there exist few studies regarding systematic relationship between technological evolution and industrial change and related institutions. This study was performed to understand the evolution pattern of communications industry for policy makers to better implement communications policy especially in following countries including Korea.
Based on the analysis of experiences of some advanced countries' communications industry, a model of technology-based evolution process (TEP) was derived. The TEP shows that advancement of technology with continuously revolutionized scientific knowledge interacts with market environmental change. Market policy and regulation are kept updated to make market functioning properly.
Using the model, the coming environmental change of global communications market from advanced countries was anticipated and its impact on following (developing) country was analyzed. Based on these studied, an industrial development policy(IDP) framework, an artificial and intended industrial development policy framework for following countries, which is different from a natural industrial evolution process of TEP, was proposed.
Applying the IDP framework to Korea with consideration of communications policy objective of equity and efficiency, we suggest basic policy direction for policy makers in communications sector which will be opened to the world from 1998. As a concluding remark, the Korean government should take a technology oriented global policy perspective and need to keep the communications market to be a dominant and fringe firms configuration with special roles conferred to each of them under an effective and fair competition environment.
산업과 사회가 실로 기술에 기반을 두고 진화하는 실체라는 것은 18세기에 촉발된 산업혁명이 잘 입증해 주고 있다. 그러나 여태까지 기술과 산업진보의 상호관련성에 대한 체계적 연구가 거의 없는 실정이다. 본 연구는 통신산업의 진보과정을 체계적으로 이해함과 동시에 향후의 통신정책, 특히 한국과 같은 후발국의 바람직한 정책 수립방향을 제시하는 데에 목적을 두고 있다.
선진국의 통신산업 진보경험에 대한 분석을 토대로 기술주도적 통신산업진보과정 모형을 도출하였다. 본 모형에서는 지속적으로 발전하는 과학적 지식에 동반하여 진보되는 산업기술과 시장의 변화가 상호관계를 보이며, 정부의 정책과 규제는 시장변화에 수반되어 변화되는 모습을 보여주고 있다.
이 모형을 이용하여 다가오는 향후의 세계통신시장의 변화를 예측하고 그 영향, 특히 후발국에 미치는 영향을 분석한 뒤, 후발국의 통신산업 발전정책을 위한 개념적 틀을 제시하였다. 그 틀은 선진국의 자연발생적 산업진보과정과는 다분히 다른, 인위적 의도적으로 산업발전을 도모하기 위한 정책관점과 방향을 내재하고 있다.
통신정책의 두 가지 중요 목표인 효율성과 형평성을 고려하면서 이 틀을 1998년부터 완전 개방시장환경에 처할 한국의 통신산업에 적용하여 정부가 추진하여야 할 정책기본방향을 제시하였다. 궁극적으로 정부는 기술지향적 세계화 정책관점을 가질 것과 아울러 공정경쟁 환경하에서 시장개방에 대비할 수 있는 통신시장구조를 (주도적 - 주변 사업자 구조) 형성할 것을 본 연구에서 제안하고 있다.
