To mitigate climate change, each country is making effort to reduce greenhouse gases emission by establishing 2030 NDC under the UN Framework Convention on Climate Change(UNFCCC). Many countries are interested in using blue carbon, a carbon absorbed and stored by the marine ecosystem, as a specific means of implementation, and South Korea also uses blue carbon as a major means of implementation in responding to climate change. However, there are not many researches on establishing national strategies for increasing blue carbon by comprehensive macro environmental analysis. Especially, there has been no research on establishing national strategy for increasing blue carbon in the context of South Korea. This study was conducted to establish a national strategy for increasing blue carbon in the context of the South Korea. The draft is established using STEEP frame by reviewing literature about blue carbon and its macro environment. Two rounds of Delphi-based survey for verifying the validity of the draft was implemented and the final draft of strategy was derived. A social strategy is consists of 2 strategies, including ‘expanding community and resident participation’, and 7 sub-strategies. A technological strategy is consists of 4 strategies, including ‘national blue carbon calculation’, and 10 sub-strategies. A economic strategy is consists of 3 strategies, including ‘activating blue carbon transactions in the carbon market’, and 8 sub-strategies. A environmental strategy is consists of 3 strategies, including ‘coastal ecosystem protection and restoration’, and 7 sub-strategies. A political strategy is consists of 3 strategies, including ‘strengthening international cooperation’, and 9 sub-strategies. The research suggest that it is meaningful to consider a specific national context in establishing a national-level strategy to increase blue carbon, and that a long-term and future predictive perspective is important.
기후변화 완화를 위해 각국은 유엔기후변화협약 체제하에 2030 NDC를 수립하는 등 온실가스 감축 노력을 기울이고 있다. 구체적 이행수단으로 해양 생태계가 흡수하고 저장하는 탄소인 블루카본을 활용하는 방안을 여러 국가가 관심을 갖고 있으며 대한민국도 블루카본을 기후변화대응의 주요 이행수단으로 활용한다. 그러나 블루카본 증진을 통한 국가 단위의 기후변화대응 목표 달성을 위한 국가 단위 전략 수립을 총체적 거시환경분석을 통해 실시한 사례는 많지 않으며, 특히 대한민국의 맥락에서 국가 단위의 블루카본 전략 수립에 관하여 연구가 진행된 바도 없는 것으로 파악된다. 이에 대한민국의 맥락에서 국가 단위의 블루카본 전략을 수립하는 연구를 진행하였다. 블루카본 증진을 위한 국가 단위 전략의 초안은 STEEP의 틀을 이용하여 블루카본과 거시환경에 관한 문헌을 분석하여 수립하였다. 델파이 방법론을 이용하여 두 차례의 설문을 거쳐 초안의 타당성을 검증하고 대한민국 맥락에서의 최종적인 전략안을 제시한다. 부문별로는 ‘지역사회 및 주민 참여 확대’를 포함한 2개 전략과 7개 세부전략(사회 측면), ‘국가 전체 블루카본 산정’을 포함한 4개 전략과 10개 세부전략(기술 측면), ‘탄소시장에서 블루카본 거래의 활성화’를 포함한 3개 전략과 8개 세부전략(경제 측면), ‘연안생태계 보호·복원’을 포함한 3개 전략과 7개 세부전략(환경 측면), ‘국제협력 강화’를 포함한 3개 전략과 9개 세부전략(정치 측면)으로 구성된다. 본 연구를 통해 블루카본 증진을 위한 국가 단위 전략을 수립함에 있어 특정 국가의 맥락을 고려하는 것이 유의미하다는 점, 중장기적·미래예측적 시각이 중요함을 알 수 있다.
