South Korea is experiencing a rapidly declining birthrate and aging population, with the total fertility rate reaching a record low of 0.78 children in 2022 and the country entering an ultra-elderly society in 2025. Therefore, this study focuses on the seniors job program, which has been in operation since 2004. We applied Sohail Inayatullah's Causal Layered Analysis(CLA) in the framework of future research to analyze the underlying reasons for the growth limitations of the seniors job, which has been underperforming despite the government's emphasis on promoting private seniors job. The academic significance of this study is that it analyzes the problem of growth limitations of seniors job through an in-depth analysis of the implicit layer, which is the substructure of Causal Layered Analysis(CLA), and suggests an effective public seniors job model as a future alternative, rather than an unconditional expansion of private seniors job.
한국은 2022년 합계출산율 0.78명이라는 역대 최저치를 기록하고 2025년 초고령화 사회 진입을 앞두며 저출산, 고령화 현상이 급속하게 심화되고 있다. 이에, 본 연구에서는 2004년부터 운영되고 있는 노인일자리사업에 주목하였다. 민간형 노인일자리 활성화를 강조하는 정부 기조에도 불구하고 해당 사업 성과가 저조한 노인일자리사업의 성장 한계에 대한 근원적인 원인을 분석하기 위해 Sohail Inayatullah의 미래연구 프레임 다중인과계층분석법을 적용하여 연구를 진행하였다. 본 연구는 다중인과계층의 하부구조인 암묵적 층위에 대한 심층적 분석을 통해 노인일자리 성장 한계라는 문제점을 분석하여 민간형 노인일자리의 무조건적 확대가 아닌, 실효성 있는 공공형 노인일자리 모델을 미래 대안으로 제시하였다는 것에 학문적 의의가 있다.
