This thesis examines the policy-making and everyday governance of urban agriculture (UA) in South Korea. Recently, UA has been adopted as an urban policy solution addressing issues such as food security, environmental justice, and community vitalization, often as a part of government-led urban sustainability and greening agendas. UA has gone through a series of evolutions in Korea. Beginning in the early 2000s as an ecologically-focused grassroots movement, UA was soon taken up by state actors for purposes such as supporting green growth initiatives, drawing attention to rural agriculture, and building world-class green cities. In Korea, UA was formalized at the national policy level through the 2011 Act on Development and Support of Urban Agriculture and has since become a widespread phenomenon in cities across the country. Drawing on 9 months of ethnographic participant observation, interviews, and document analysis, this study illustrates how UA serves as a platform for civil society groups, the national government, and local governments to advance their various political and socio-cultural goals. Using the concept of everyday governance, I argue that UA activists and urban cultivators actively engage in negotiating, resisting, and re-visioning UA as formalized by top-down sustainable development policy. To address the existing barriers to inclusivity and accessibility in formal Korean UA, it is suggested that policies and funding mechanisms offer alternatives to standardized plot distribution and create more opportunities for experiential, communal learning within the garden.
이 논문은 한국 도시농업의 정책 결정과 일상적 거버넌스를 분석한다. 최근 전세계 정부들은 도시 지속 가능성 및 녹색 의제의 일환으로 식량안보, 환경정의 및 지역사회 활성화 등의 문제를 해결하기 위해서 도시농업을 도입하고 있다. 한국의 도시농업은 여러 변화를 거쳐왔다. 시민사회 풀뿌리운동으로서 도시농업은 2000년대 초반 생태적인 삶을 추구하기 위해 시작되었다. 이후 2011년 ‘도시농업의 육성 및 지원에 관한 법률’을 통해 도시농업이 국가 정책 차원에서 공식화되었으며, 전국적으로 시행되었다. 녹색성장 계획, 농촌·농업에 대한 관심 확보, 세계적인 녹색 도시 설계 등이 도시농업 정책의 목적이었다. 이런 도시농업의 변화를 추적하면서 본 연구는 약 9개월 동안의 도시텃밭 공동체 참여 관찰, 인터뷰, 문서 분석을 바탕으로 도시농업이 시민사회단체, 중앙 정부 및 지방 정부의 다양한 정치, 사회, 문화적 목표를 진전시키는 플랫폼으로써 분석한다. 이를 통해 본 논문은 도시농업을 일상적 거버넌스의 개념을 통해 분석하여 도시농업 활동가와 도시농업 참여자가 정책적으로 공식화된 도시농업의 개념을 그대로 받아들이는 것이 아니라 이를 적극적으로 협상하고 저항하며 새롭게 상상한다고 주장한다. 이러한 결론은 현재 도시농업의 정책적 한계를 극복하기 위해서는 표준화된 텃밭 분양에서 벗어난 보다 다양한 참여자를 포괄할 수 있는 대안이 필요하며 도시텃밭에서 실천적 공동체 학습을 위한 더 많은 기회를 창출해야 함을 시사한다.
