This master's thesis examines the policy landscape surrounding Assisted Reproductive Technologies (ARTs) in the Republic of Lithuania using Feminist Critical Policy Analysis (FCPA). Drawing on feminist theory, the study investigates how Lithuanian institutional discourse reinforces traditional nuclear family structures, discriminating against alternative ways of family-making. The study highlights how the intersection of traditional, pronatalist, patriarchal, heteronormative, and biologically essentialist values within the Lithuanian context affects access to reproductive technologies based on marital status and sexuality. It also highlights the role of the Roman Catholic Church in framing specific ARTs negatively and lobbying for restrictive legislation. Ultimately, the thesis devalues the transformative and disruptive potential of ARTs, illustrating how the ART policy is adapted to accommodate rather than challenge the system of power perpetuating both reproductive injustice and traditional family structures based on heteronormativity, gender inequality, and the subordination of women to men.
본 연구는 페미니스트 비판적 정책 분석 방법을 이용하여 리투아니아 공화국의 보조생식기술을 둘러싼 정책지형을 살펴본다. 페미니스트 이론을 통해 리투아니아의 제도적 담론이 전통적인 핵가족 구조를 어떻게 강화하는지 살펴보고, 대안적인 가족 구성방법을 밀어내는지 조사한다. 이 과정에서 리투아니아 맥락에서 전통적ㆍ출산 촉진론적ㆍ가부장적ㆍ이성애적ㆍ생물학적 본질주의 적 가치의 교차지점이 결혼 상태와 성에 기초한 생식 기술에 대한 접근에 어떻게 영향을 미치는 지에 주목한다. 또한 특정 보조생식기술을 부정적으로 틀짓고 입법을 제한 하는 로비활동에의 로마 가톨릭 교회의 역할 역시 강조한다. 궁극적으로 본 연구는 보조생식기술의 변형적이고 파괴적인 잠재력이 과대평가되어왔음을 보이고, 이성애규범, 젠더불평등, 남성에 대한 여성의 종속성에 기반한 생식 불의와 전통 인 가족 구조 모두를 영구화하는 권력 구조에 보조생식기술 정책이 도전하기보다는 어떻게 적응하는지를 보여준다.
