Over the past few years, government-led fund-of-funds has been used as a major means of supplying essential funds for start-ups, R&D, and technology commercialization of small and medium-sized venture companies. The fund was mainly recognized as an essential resource for technological innovation and growth of domestic companies, but recently, based on the government's new policy of private-led growth, the government's role has been reduced to introduce a privately-led fund-of-funds system. Therefore, in this dissertation, based on the technology finance fund, which accounts for the largest portion within the government-led fundraising fund, a study to analyze the necessity of introducing a privately-led fundraising fund, as well as concrete operation cases of domestic technology finance funds and overseas technology finance funds We will compare and analyze policies and operation cases to identify problems in the current system, and propose future improvements and new investment scopes.
지난 수년간 정부주도형 모태펀드는 중소벤처기업의 창업, 연구개발, 기술사업화 등 필수적인 자금을 공급하는 주요 수단으로 활용되었다. 해당 펀드는 주로 국내 업체들의 기술혁신과 성장을 위한 필수 자원으로 인식되었으나 최근 정부의 새 기조인 민간주도 성장을 바탕으로 정부의 역할을 축소하여 민간주도형 모태펀드 제도를 도입하고 있는 실정이다. 이에 본 학위논문에서는 정부주도형 모태펀드 내에서 가장 큰 비중을 차지하고 있는 기술금융펀드를 바탕으로 민간주도형 모태펀드 도입의 필요성을 분석하는 연구와 함께 국내 정부주도형 기술금융펀드의 구체적 운용 사례와 해외의 기술금융펀드 정책 및 운용 사례를 비교분석하여 현행 제도의 문제점을 파악하고, 향후 개선점 및 새로운 투자 범위를 제안하고자 한다.
