The increasing frequency and severity of water-related disasters such as floods, tornadoes, hurricanes, and tsunamis in low- and middle-income countries exemplify the uneven effects of global climate change. The vulnerability of high-risk societies to natural disasters has continued to increase. Local damage assessments must be timely, exhaustive, and accurate to develop an effective and efficient adaptation strategy. We propose a novel deep-learning-based solution that uses pair of pre- and post-disaster satellite images to identify the water-related disaster-affected region. The model extracts features of pre- and post-disaster images and uses them to predict damage in the pair. We demonstrate that the model can successfully identify local destruction using less granular and less complex ground-truth data than previous segmentation models. When tested with various water-related disasters, our detection model reported an accuracy of 85.9% in spotting areas with damaged buildings. It also achieved a reliable performance in the case study on Hurricane Iota, showing its ability to be applied to real-disaster situations. Our deep learning-based damage assessment model can help direct resources to areas most vulnerable to climate disasters, reducing their impacts while promoting adaptive capacities for climate-resilient development in the most vulnerable regions.
기후 변화로 인한 홍수, 허리케인, 쓰나미 등 수해의 빈도와 강도가 증가하고 있다. 재난 복구 인프라가 갖추어지지 않은 개발도상국의 자연 재해 취약 계층이 입는 피해는 더욱 심각하며, 이는 기후 위기가 전세계적으로 불균일하게 발생하고 있음을 예증한다. 자연 재해에 효율적으로 대응하기 위해서는 빠르고 정확한 지역별 피해 규모의 산정이 필수적이다. 이 논문에서는 재난 이전과 이후의 고해상도 위성영상을 활용하여 수해 지역을 탐지하는 딥러닝 기반 모델을 제안한다. 모델은 동일한 지역을 촬영한 두 시점의 위상영상에서 특징 벡터를 추출하고, 추출한 벡터와 그 차이를 이용해 해당 지역의 피해 여부를 판별한다. 제시한 모델은 기존의 피해 탐지 모델과 달리 픽셀이 아닌 이미지 단위의 라벨 데이터를 학습에 활용해, 보다 효율적으로 지역별 건물 피해 여부를 탐지한다. 다양한 수해 데이터를 활용해 실험한 결과 제시한 모델은 85.9%의 정확도로 피해 지역을 판별하였다. 또한, 학습 외 재난 데이터에서도 높은 성능을 보여, 실제 재난 상황 시 활용 가능성을 입증하였다. 이 논문에서 제시한 딥러닝 기반의 피해 탐지 모델은 실제 피해 지역을 우선으로 복구 자원을 배분해 재난 피해를 줄이고, 나아가 자연 재해 취약 지역의 재난 회복력을 높여 기후 변화 적응 능력을 발전시키는 데에 기여할 수 있다.
