This study is a proposal for the establishment of a 'News Image Archive' that can be opened and shared around the news video archives held by public broadcasting companies in the media convergence environment. The video archiving of broadcasting companies is the product of historical records and the crude oil of video contents that can create new value through the expansion of user participation. In order to recognize various cases of overseas public image archiving and various attempts using the archives of domestic broadcasting companies as the current media environment, and to search for the creation of media content centered on the creative media, the government analyzed the ambivalence of public image archiving through the McLuhan Media Tetrad model in four stages: Enhancement, Obsolescence, Reversal, and Retrieval. As the first step in the process of building a Korean-style public image archive, it proposes a 'National Integrated video Data Center' that opens and shares a strong public image first, and suggests that the government, broadcasting companies, and civil society should be prepared first.
본 연구는 미디어 융복합 환경 변화에 따라 국내 공영방송사가 보유하고 있는 뉴스영상 아카이브를 중심으로 영상콘텐츠를 개방 및 공유할 수 있는 뉴스영상아카이브 구축에 대한 제안이다. 방송사의 영상 아카이브는 역사적 기록의 산물이자 이용자 참여의 확대를 통해 새로운 가치를 창출할 수 있는 콘텐츠의 원유와도 같다. 해외 공공영상아카이브의 다양한 사례와 국내 방송사들의 아카이브를 활용한 다양한 시도를 현재의 미디어 환경으로 인지하고 이에 창작자 중심의 미디어 콘텐츠 창발을 모색하기 위해 기존 기록학적 관점의 함의와 더불어 맥루한 미디어 테트라드 모델을 통해 공공영상아카이브가 가져올 영향을 강화, 퇴화, 역전, 부활의 4단계로 분석했다. 이에 한국형 공공영상아카이브를 구축하는 과정의 첫 단계로서 공공성이 강한 뉴스영상을 먼저 개방 및 공유하는 국가 차원의 ‘통합영상 데이터센터’필요성을 강조하며 이를 위한 정부, 방송사, 시민사회의 논의의 장이 우선적으로 마련되어야 함을 제안한다.
