This study aims to identify the key elements of reporting for solutions journalism of local broadcasting and to find an action plan for constructing regional characteristics. Eight (68 articles) among the award-winning works of the Korea Journalists Association’ and the Korea Broadcasting Journalists Association's since 2019 when discussions on solutions journalism have been active in Korea are selected and analyzed. The findings suggest that solutions journalism is effective in regional-friendly reporting which is to discover regional-specific agenda focusing on solutions to problems with perspectives changed and to collect opinions from local residents. In addition, data journalism and in-depth interviews with experts in the process of proving the solution add deepness of reporting and the encouragement to local residents to participate results in deliberative reporting. The effect of solutions journalism can contribute to playing an important role in revitalizing regional media as solutions journalism has important factors in discovering regional-friendly agenda and realizing in-depth and deliberative reporting. The study results show that ‘cooperation with relevant institutions’, ‘presentation of success cases’, ‘making matters under discussion’ and ‘attraction of citizen participation’ serve as the core mechanism for solutions journalism to induce social change, and propose ‘hyperlocalism’, ‘agendizing nation-wide’, ‘town hall meeting’ as strategies for realization at the regional media-level. Previous studies on domestic solutions journalism primarily focused on theoretical exploration, but this study is meaningful in that it is not only the first study to analyze actual cases of regional broadcasting reporting and to conduct in-depth interviews with journalists, but it attempts to evaluate solutions journalism from the perspective of the regional media.
본 연구의 목적은 지역방송 솔루션 저널리즘 보도의 핵심 요소를 파악하고, 지역성 구현에 필요한 실천 방안을 찾기 위함이다. 국내에서 솔루션 저널리즘에 대한 논의가 활발해진 2019년 이후 한국기자협회 <이달의 기자상>과 방송기자연합회 <이달의 방송기자상> 수상작 가운데 8편(68개 기사)을 선정하여 분석했다. 그 결과 솔루션 저널리즘은 문제의 해결책 모색에 집중하면서 문제를 바라보는 관점을 바꿔 지역 특수 의제를 발굴하고, 지역민의 의견을 수렴하는 지역밀착형 보도에 효과가 있는 것으로 나타났다. 또한 해결책을 입증하는 과정에서 데이터 저널리즘과 전문가 심층 인터뷰로 심층성을 더하고 지역민의 참여를 유도하면서 숙의형 보도를 가능하게 했다. 지역밀착형 의제 발굴과 심층형·숙의형 보도는 지역성 구현을 위한 중요 요소로 솔루션 저널리즘의 이러한 효과는 지역 언론의 활성화에 중요한 역할을 할 수 있을 것으로 기대한다. 연구 결과 솔루션 저널리즘이 사회 변화를 유도하기 위해서 ‘유관기관의 협력’, ‘성공 사례 제시’, ‘이슈화’, ‘시민 참여 유도’가 핵심 기제로 작용했고, 지역 언론 차원의 실천을 위해 ‘하이퍼로컬리즘’과 ‘전국 의제화’, ‘타운홀 미팅’을 전략으로 제안했다. 그동안 국내 솔루션 저널리즘 선행 연구는 이론적 탐색에만 그쳤지만 본 연구는 실제 지역방송의 보도 사례를 분석하고 기자를 대상으로 심층 인터뷰를 진행한 최초의 연구로 지역 언론 관점에서 평가를 시도했다는데 의의가 있다.
