The purpose of this study is to 1) find out the level of locality of articles that are exposed to the Internet portal, Naver, by Korean local media outlets; and 2) identify the formal·material characteristics of those articles. For this, we investigated 468 articles from three local newspapers, including Kangwon Ilbo, the BusanIlbo and The Maeil Shinmun, that were published for a period of two weeks. We additionally conducted an in-depth interview with reporters working for local newspapers, to investigate the awareness of locality of news in the portal news environment. Most of the news exposed on the internet portal by the three local newspapers were non-regional articles. Locality was not found in 76.9% of the articles we analyzed. In particular, in the case of The Maeil Shinmun, the portion of non-regional articles was 82.2%, the highest among the three media outlets. Local newspapers had a high proportion of articles in the areas of politics (44.0%) and social affairs (41.0%). Especially for Kangwon Ilbo, the proportion of political articles was particularly high (56.1%). Politics and social affairs were classified as hard news in the past. But recently in the portal environment that restricts exposure of traditional soft news, including entertainment and sports, a lot of viral and softened political and social articles are consumed. Reporters who participated in the in-depth interviews replied that the color of local newspaper is fading away in the portal news environment. Given the structure where views lead to profits, local newspapers also have a significant incentive to distribute articles centered on national issues, instead of local ones. In fact, contents about local issues were produced carefully but treated insignificantly on the Internet portal. The number of local newspapers and broadcasters entering the portal news are on the rise. Pursuing locality is the driving force that enriches the diversity of portal news. As a result, there is a need to reform the portal’s news policy so that local media outlets can prioritize locality.
본 논문은 한국의 지역매체가 인터넷 포털 네이버에 노출한 뉴스의 지역성(locality) 수준과 형식적, 내용적 특징을 알아보기 위해 강원일보, 부산일보, 매일신문 3개 지역신문사의 2주일 치 기사 468건을 연구했다. 더불어 지역신문에 근무하는 기자들과 심층인터뷰를 벌여 포털뉴스 환경에서의 뉴스의 지역성에 관한 인식을 조사했다. 3개 지역신문이 포털에 노출한 기사 상당수는 비(非)지역기사였다. 분석 대상 기사의 76.9%에서 지역성이 전혀 발견되지 않았다. 특히 매일신문의 경우 비지역기사가 차지하는 비중이 82.2%로 3개 매체 가운데 가장 높았다. 지역신문 뉴스는 정치(44.0%), 사회(41.0%) 영역으로의 집중 현상이 확인됐다. 특히 강원일보는 정치 범주에 해당하는 기사의 비중(56.1%)이 유독 높았다. 정치와 사회는 과거엔 경성기사로 분류되던 것이나 연예, 스포츠 등 전통적인 연성기사의 노출이 제한되는 현재의 포털 환경에서는 화제성이 있는 연성화된 정치, 사회 기사가 많이 유통 및 소비되고 있다. 심층인터뷰에 참여한 지역신문 기자들은 포털뉴스 환경에서 지역지로서의 색채가 옅어지고 있다고 응답했다. 조회수가 곧 수익으로 연결되는 구조에서 지역신문들도 전국적인 이슈를 중심으로 기사를 유통할 유인이 크다고 설명했다. 정작 공들여 제작한 지역밀착형 콘텐츠들은 인터넷 포털에서 소극적으로 다뤄지고 있었다. 포털뉴스에 진입하는 지역신문과 방송이 늘어나고 있다. 지역성 추구는 곧 포털뉴스의 다양성을 풍부하게 하는 원동력이다. 지역매체들이 지역성을 우선순위로 둘 수 있도록 포털의 뉴스정책이 개선될 필요성이 제기된다.
