A disaster investigation commission is a public institution that investigates, collects, processes, and analyzes materials at the after-disaster site to produce stories and knowledge. The investigation has been commonly understood to be an area exclusive to science and technology experts. However, various non-experts, including disaster victims and bereaved families are also involved in the disaster investigation process. Despite their significance, how disaster investigation commissions and non-experts meet in the investigation process is lack description. This thesis takes the South Korean Sewol Investigation Commission (SIC), which operated from 2017 to 2018, as a case study to see how bereaved families dealt with materials at the site of the disaster investigation. In order to analyze bereaved families’ experiences and knowledge, this thesis analyzed oral testimonial books of bereaved families. Original interviews with families and relevant experts were also conducted. In addition, related materials such as archival documents and images of bereaved family organizations, proceedings of investigation commissions, governmental documents, historical archives, and newspaper articles were reviewed. This study shows that disaster knowledge of the disaster investigation commission and the identities of bereaved families are mutually formed as creating disaster memory together. This implies that a scientific investigation process has limitations if only authorized scientific experts participate. This study documents a case where bereaved families co-produced knowledge with, but mostly worked in parallel to, authorized disaster experts. Their special status as bereaved family members contributed to a new mode of knowledge, and they also introduced previously unexamined materials to a disaster investigation. It marks a turning point in the history of Korean disaster science.
재난을 조사하는 공적 기구인 재난조사위원회는 재난 이후의 현장에서 물질들을 모으고, 처리하고, 조사하여 이야기와 지식을 생산해낸다. 현대적인 재난의 발생에는 과학기술적 요소가 수반되며, 재난 이후의 조사과정에도 마찬가지이다. 재난조사위원회의 조사는 과학기술 전문가의 고유한 영역으로 이해되지만 실상은 재난 피해자와 유가족을 포함한 다양한 비전문가도 관여한다. 이러한 재난조사위원회와 과학기술이 비전문가와 만나는 지점은 더 자세히 기술되어야 한다. 이에 본 연구에서는 대한민국에서 활동했던 세월호 선체조사위원회(선조위, 2017-2018)를 사례로 유가족이 재난조사위원회 현장, 즉 재난 이후의 장소에 남은 물질들을 어떻게 다루었는지에 집중한다. 유가족이 재난조사위원회 현장에서 어떤 수행을 했는지 기술하기 위해 인터뷰를 수행하고, 유가족의 목소리가 담긴 구술증언록을 활용하였다. 이와 더불어 유가족 단체의 기록 문서 및 사진, 정부문서, 사료, 신문자료 등 관련 자료를 검토하였다. 이를 통해 본 연구는 유가족과 재난 조사위원회가 재난 기억과 재난 지식을 함께 생산하는 사례를 보인다. 이는 공인된 과학 전문가만 재난조사 과정에 참여할 경우 한계가 있다는 것을 의미한다. 본 연구는 한국 재난과학의 역사에 특징적인 전환점을 제시한다.
