Energy transition means a shift away from an energy system largely based on fossil fuels toward an energy system dominated by renewable energy sources, like solar and wind, on a global scale. Therefore, the energy transition will require significant investments in renewable energy technologies across the globe. The purpose of this paper is to explore national strategy for renewable energy investment in the early phase of energy transition, specifically in the electricity generation sector. The paper focuses on three main topics. First, portfolio diversification effect with renewable energy expansion in electricity generation mix is analyzed with a balanced approach between average generation cost and the relevant risk of cost changes. Second, relationship between corporate ownership structure and renewable energy innovation is examined using the case of offshore wind, which is a fast-evolving technology that is projected to make a substantial contribution to future energy supply. Third, national offshore wind development strategy for late-mover countries is explored using a scenario-based economic cost-benefit analysis of multiple approaches to the development of offshore wind projects.
에너지 전환은 화석 연료에 기반한 에너지 시스템에서 재생 가능한 에너지원에 기반한 에너지 시스템으로의 전환을 의미한다. 이러한 에너지 전환을 달성하기 위해서는 전세계적 차원에서 재생 에너지에 대한 대규모 투자가 필요하다. 본 학위논문의 목적은 에너지 전환의 초기 단계에서 발전 부문을 중심으로 국가 차원에서 비용 효율적인 재생에너지 투자 전략을 탐색하는 것이다. 첫째, 발전 부문의 재생에너지 비중 확대에 따른 포트폴리오 효과 분석을 통해 평균발전비용과 발전비용변동성 간의 효율적 투자기회선을 탐색하였다. 둘째, 미래 에너지 공급원으로 크게 기여할 것으로 기대되는 재생에너지 기술의 하나인 해상풍력 분야에서 투자기업의 소유구조와 재생에너지 혁신 간의 관계를 실증적으로 분석하였다. 셋째, 한국과 같은 후발진입국의 해상풍력 투자전략을 수립하기 위해 해상풍력 투자의 주요 의사결정사항인 개발자 유형, 주요 설비의 국내 조달 여부 및 실물옵션전략 여부에 따른 시나리오 별 경제성 분석을 수행하고 이에 기반한 정책 제언을 제시하였다.
