State actors must establish security strategies in order to protect their interests and prosper in today’s international relations climate. Understanding whether neighboring states maintain friendly or hostile relations with others is also essential. In establishing security strategies, this analysis of relationships is an important process. The purpose of this study is to analyze the mechanisms of relationship formation between states using data on the arms trade and nuclear trade, which provides important clues for research on security strategies. The arms trade and nuclear trade have both economic and political significance. By analyzing the mechanisms of formation of the arms and nuclear trades, a universal principle of relationship formation between states can be identified. I use the exponential random graph model (ERGM) to achieve this study objective. The results of this analysis reveal that a state’s stability (instability) and level of democracy affect formation of the arms trade network, and a state’s economic power, military power, and environmental policies affect the formation of the nuclear trade network.
현실주의 국제관계에서 생존과 번영이라는 이익을 유지하기 위해 국가 행위자가 적절한 안보전략을 수립하는 것은 중요하며, 이 안보전략을 위해 주변의 국가들이 다른 국가들과 우호적인 관계를 유지하고 있는지 혹은 적대적 관계를 형성하고 있는지 파악하는 것은 필수이다. 즉, 국가들의 관계 형성 분석은 국가 행위자가 안보전략을 수립하는 데 있어서 중요한 과정이라 할 수 있다. 이에 본 연구의 목적은 안보전략 수립의 중요한 실마리를 제공하는 국가들의 관계 형성 메커니즘을 무기와 핵 거래 데이터를 기반으로 분석하여 제시하는 것이다. 국가들의 무기 및 핵 거래는 기본적으로 경제적 의미뿐만 아니라, 정치적 의미까지 내포하고 있다. 따라서 무기와 핵 거래의 형성 메커니즘을 분석하여 국가들의 보편적인 관계 형성 원리를 파악할 수 있다. 이러한 연구 목적의 달성을 위해 ERGM 분석이 사용되며, 이를 토대로 국가의 안정성 (불안정성)과 민주주의 수준이 무기 거래 네트워크 형성에 영향을 미치는지, 그리고 국가의 경제력, 군사력, 환경정책이 핵 거래 네트워크 형성에 미치는지를 분석한다.
