This dissertation explores a dynamic and integrated innovation system based on futuristic foresight in an era where the holistic and strategic innovation in each sector including science and technology is required. A new national innovation system can be built up by national foresight capacity, futuristic institution, and flexible response to change the established system for coping with an unprecedented event. In this paper first, 1) examines the starting and sustaining conditions for building a national foresight for the establishment of a national innovation system through the case study of Korea, and 2) derives the conditions for the critical juncture of the national system through a comparative analysis of the similarities and differences between the responses and results of Korea and the United Kingdom to the COVID-19. Furthermore, 3) applies the methodology of futuristic prediction to explore alternative futures for North Korean science and technology in 2050. Finally, 4) Limitations and suggestions are derived through analysis of Korea's case for a new national innovation system that integrates defense innovation with a theoretical approach to the existing national innovation system. This study argues that innovation in each field should be integrated into a national innovation system in a dynamic and efficient manner through frame settings and comparative analysis of S&T, future prediction, and innovation system. To this end, we concluded that it is important to improve national capacity for foresight, enhance innovation systems and institutions, promote comprehensive national innovation policies, and establish more challenging and dynamic R&D system.
본 졸업논문은 과학기술을 포함한 각 분야의 전략적인 혁신이 요구되는 시대에 미래학적 예견에 기반한 역동적이고 통합적인 국가혁신시스템을 탐색한다. 새로운 국가혁신 시스템은 국가적 예견의 역량과 제도, 그리고 유래가 없는 사태에 대해 기존 시스템 변화를 위한 유연한 대응을 통해 구축될 수 있다. 본 논문은 우선 1)국가혁신시스템의 구축을 위한 국가적 예견의 시작과 유지 조건을 한국의 사례를 통해 살펴보고, 2) 국가시스템의 변화를 위한 임계적 조건을 코로나에 대한 한국과 영국의 대응과 결과의 유사점과 차이점을 비교연구를 통해 도출해본다. 나아가, 3) 미래학적 방법론을 적용하여 2050년 북한 과학기술의 대안적 미래를 탐색한다. 마지막으로, 4) 이론적 접근과 국방 혁신을 통합한 새로운 국가혁신시스템에 대한 한국 사례 분석을 통해 역동적이고 통합적인 국가혁신시스템에 대한 한계와 제언을 도출한다. 본 연구는 과학기술, 미래예견, 혁신시스템 등의 프레임 설정과 비교분석을 통해 각 분야의 혁신이 미래지향적인 국가혁신시스템에 역동적이고 효과적으로 통합되어야 한다고 주장한다. 이를 위해 국가적으로 미래예견을 위한 역량 향상과 제도의 마련, 포괄적인 국가혁신 정책의 추진, 도전적이고 역동적인 연구개발시스템 구축 등이 중요하다고 결론짓는다
