The paradigm of the international situation in the 21st century is changing from an ideological center based on geographical factors to an industrial value chain and an economic and technological alliance based on national interests. The technological development of the Fourth Industrial Revolution is changing the war pattern and security environment. In the development of response to the North Korean threat by relying on the existing U.S. to secure science and technology capabilities centered on defense research and development, military innovation has become a matter of survival. The Ministry of National Defense is implementing the Defense Science and Technology Innovation Promotion Act, which calls for a fundamental reorganization of the defense industry and a system for promoting research and development. These are provisions that not only serve as new standards for the construction of future defense capabilities, but also directly affect the stable procurement of weapons systems and fostering the defense industry. Therefore, research on major provisions and changes is required to lay the foundation for the development of defense science and technology and to establish innovation directions. This process is today's choice to look at the past yesterday and the approaching tomorrow together. Inertia flowing into previous studies was confirmed, future trends were predicted with experts and future research techniques, and the concept and perspective of 'Intellectual Property-based Defense Science and Technology Future Strategy' were established through conceptual research. After that, a review of developmental improvement plans was conducted through literature research and comparative method research. In particular, it included a new approach and alternative solutions to the establishment of standards for "if necessary for national security," which are reasons for overcoming the "dualization of weapons systems and power support systems" and attribution of R&D outcomes. After that, improvement plans and development plans were presented from a systematic perspective, and policy importance and priorities were derived through the AHP technique. Finally, for strategic use, the research results were projected into the innovation system and the defense innovation system model was presented.
21세기 국제정세는 지리적 요소에 의한 이념 중심에서 산업적 가치사슬과 국익에 의한 경제와 기술동맹 중심으로 패러다임이 변하고 있다. 4차 산업혁명의 기술발달은 전쟁양상과 안보환경을 변화시키고 있다. 기존 미국에 의존해 북한위협에 대한 대응식 발전에서, 국방 연구개발을 중심으로 과학기술역량을 확보하는 군사혁신은 생존의 문제가 되었다. 국방부처는 방위산업의 근본적인 개편과 연구개발 추진체계를 촉구하는「국방과학기술혁신촉진법」을 시행중이다. 이는 미래국방력 건설의 새로운 기준이 될 뿐 아니라 무기체계의 안정적인 조달과 방위산업 육성에 직접적인 영향을 미치는 조항들이다. 따라서 국방과학기술 발전을 위한 기반을 마련하고, 혁신방향 설정을 위해서는 주요조항과 변경사항에 대한 연구가 요구된다. 이러한 과정은 지나 온 어제와 다가갈 내일을 함께 조망하여 내리는 오늘의 선택이다. 선행연구로 흘러온 관성을 확인하고, 전문가들과 미래연구의 기법으로 향후 트렌드를 예측하였으며, 개념연구를 통해‘지식재산 기반 국방과학기술 미래전략’의 개념과 관점을 정립하였다. 이후 문헌연구와 비교법 연구로 발전적 개선안 검토를 수행하였다. 특별히‘무기체계와 전력지원체계의 이원화’극복, 연구개발 성과물의 권리귀속 예외사유인 ‘국가 안보상 필요한 경우’의 기준마련에 대하여 새로운 접근과 대안적 해결방안을 포함하였다. 이후 개선안과 시스템적 관점에서 발전방안을 제시하고, 계층적 의사결정 분석기법을 통하여 정책 중요도와 우선순위를 도출하였다. 마지막으로 전략적용을 위해 연구결과를 혁신시스템에 투영하고, 국방혁신시스템 모델을 제시하였다.
