This paper focuses on the environmental regulation-innovation relationship, through environmental management and technological competency. Firstly, in particular, based on the “weak” Porter Hypothesis, this paper redefines the influence scope of environmental regulation as “environmental innovation” rather than “overall innovation”, further suggesting a crowding-out effect of overall innovation given environmental regulation. Secondly, based on the literature on the determinants of the relationship, this paper proposes one boundary condition and one moderator: industry-specific environmental management level and firm-specific technological competency. In particular, it shows that firms in industries with high environmental management levels suffer less from the potential crowd-out. In addition, this study implies that technological competency positively moderates the positive impact of environmental regulation on environmental innovation.
본 논문은 환경 규제와 혁신의 관계를 환경 경영과 혁신 역량 중심으로 연구한다. 첫째, 환경규제가 혁신을 야기한다는 약형포터가설에 의거하여, 본 논문은 규제 영향을 받는 혁신의 범위를 “환경 혁신”과 “총 혁신”으로 재정의한다. 환경 규제 강도 증가에 따른 환경 혁신의 증가와 총 혁신의 감소는 총 혁신의 구축 현상을 암시한다. 둘째, 규제-혁신 관계를 결정하는 요인들로는 산업의 환경경영 정도와 기업의 기술역량으로 검증한다. 세부적으로, 환경경영의 정도가 높은 산업에 속한 기업들은 총 혁신의 구축 현상을 방어하는 역량을 보인다. 더불어, 기업의 기술역량은 환경 규제-환경 혁신 관계의 긍정적 방향성을 강화하는 긍정적 조절효과를 보인다.
