As the need for global decarbonization rises, the use of nuclear power will continue to spread. The international community, therefore, has the mission of promoting the peaceful use of nuclear energy while minimizing uncertainty about proliferation that arises from the dual-use characteristics of nuclear technologies. My dissertation proposes an integrated methodology for predicting a country's nuclear proliferation risk, a methodology that improves on the approaches and data use of previous studies. My work seeks to determine whether a progressive pattern of nuclear technological cooperation and nuclear-related research can predict a country’s proliferation potential. Such predictions would be based on countries that have historically developed nuclear weapons. Specifically, I use existing proliferation data, data on nuclear technological cooperation, and nuclear energy-related journal article materials. The first two studies of the dissertation examine proliferation uncertainty/progression by using data on the nuclear cooperation of all countries and on the patterns of research network progression over time in North Korea. The last study evaluates whether deep learning algorithms can be used to simulate the behavior of nuclear weapons programs of countries that have historically developed nuclear weapons.
세계적인 탄소배출 저감의 필요성이 높아짐에 따라 원자력의 사용은 계속해서 확산될 것이다. 국제 사회는 원자력 기술의 이중 용도 특성에서 발생하는 핵확산에 대한 불확실성을 최소화하면서 원자력의 평화적 사용을 촉진하는 사명을 가지고 있다. 이에 따라 본 연구는 국가의 핵확산 리스크를 예측하기 위한 통합 방법론, 즉 이전 연구의 접근 방식과 데이터 사용을 개선한 방법론을 제시한다. 본 연구는 원자력 기술 협력과 원자력 관련 연구의 점진적 패턴이 한 국가의 핵확산 잠재력을 예측할 수 있는지를 평가하려고 하였다. 본 연구는 역사적으로 핵무기를 개발한 국가들을 기반으로, 기존의 핵확산자료, 원자력 기술 협력 자료, 원자력 관련 논문 자료를 활용하고 있다. 먼저, 모든 국가의 핵 협력에 대한 데이터와 북한의 연구 네트워크 진행 패턴 네트워크 분석을 사용하여 핵확산 불확실성 및 진행을 조사하였다. 마지막으로 딥 러닝 알고리즘이 역사적으로 핵무기를 개발한 국가의 핵무기 프로그램 시도를 예측하는 데에 도움을 줄 수 있는지 여부를 평가하였다.
