Over the past few decades, a number of external factors have affected the aviation industry system, including the oil crisis, the Iran-Iraq war, the Gulf War, the 9/11 terrorist attacks, SARAS and the financial crisis.COVID-19 has had a significant impact on the aviation industry, bringing it back to the level it was 20 years ago.
Resilience is the ability of a system to return to its original state after being affected.In order to quickly adapt to a crisis situation such as COVID-19 and to quickly recover to its original performance, it is necessary to prepare a plan to improve the resilience of the aviation industry system. In this study, the aviation industry system resilience to COVID-19 was quantified using domestic flights passenger data. The quantification of aviation industry system resilience is robust, indicating a resilience index that includes both loss due to external factors and performance change in the recovery phase, and resistance to external factors. Furthermore, it includes the recovery speed, which is a measure of the performance to recover to the previous performance level after being affected by external factors. The results show that robustness was the lowest at the first wave, and the highest at the fourth wave. The fourth wave showed the highest robustness, recovery speed and resilience. Mainland recorded higher robustness compared to Jeju island in all 3 waves, except for the first wave. The recovery speed of the mainland was higher than that of the Jeju island for all the impacts, and the recovery speed also gradually increased. LCC recorded higher resilience than FSC across all 4 waves. As a result of the decision tree analysis, regional characteristics were the most important factor for resilience index, but the wave factor was shown to be the highest important factor for robustness and recovery speed. The resilience measure for each component of the aviation industry system derived from this study is a response plan for future pandemic situations such as COVID-19 or other external factors that may affect the aviation industry system and improve resilience. It can be used as basic data that can help decision-makers for decision-making.
지난 수십 년 동안 석유파동, 이란-이라크 전쟁, 걸프 전쟁, 9/11 테러 공격, SARAS 및 금융 위기 등의 외부 요인은 항공산업 시스템에 영향을 끼쳤다. COVID-19는 항공산업을 20년 전 수준으로 회귀시킬 만큼 항공산업에 큰 영향을 초래하였다. 회복탄력성은 영향을 받은 후에 원래 상태로 돌아가려는 시스템의 능력으로 COVID-19와 같은 위기 상황 속에서 빠르게 적응하고 원래의 성능으로 신속하게 회복하기 위한 항공산업시스템의 회복탄력성 향상 방안 마련이 필요하다. 본 연구에서는 COVID-19에 대한 항공산업시스템 회복탄력성을 국내선 여객수요 데이터를 활용하여 정량화하였다. 회복탄력성 정량화로 외부요인에 따른 손실과 회복 구간에서의 성능변화를 모두 포함하는 회복탄력성 지표(General Resilience Index, GR), 외부요인에 대한 저항력을 나타내는 강건성(Robustness, R) 및 외부 요인에 의한 영향을 받은 이후에 외부 요인 이전의 수준까지 회복기까지의 회복속도(Recovery speed, RS)를 분석하였다. 분석 결과 유행별 특성으로는 강건성이 1차 유행에서 가장 낮았고 4차 유행에서 모든 지표의 값이 다른 유행대비 높게 나타났다. 지역적 특성 결과로는 내륙노선이 1차 유행의 강건성을 제외하고는 강건성과 회복속도 모두 모든 유행에서 제주노선보다 높게 나타났으며, 유행이 거듭될수록 회복탄력성은 증가하였다. 항공사 유형기준, LCC가 모든 유행에서 FSC 보다 회복탄력성이 높게 나타났다. 의사결정나무 분석 결과 회복탄력성은 지역적 특성이 가장 높은 중요 요인으로 나타났으나, 강건성과 회복속도에서는 유행별 요인이 가장 높은 중요 요인으로 나타났다. 본 연구에서 도출된 항공산업시스템의 구성 요소별 회복탄력성 척도는 미래 COVID-19와 같은 펜데믹 상황이나 그 외 항공산업 시스템에 영향을 줄 수 있는 외부 요인에 대한 대응계획 수립 및 회복탄력성 향상을 위한 의사결정자들의 의사결정에 도움 될 수 있는 기초 자료로서 활용 가능할 것이다.
