The advancement of technology invariably leads to social conflict. Because previous research on technology-related conflict focused on conflicts between the government, the market, scientists, and civil society, the public’s perspectives and roles were relatively ignored. The goal of this study is to suggest the direction of science and technology policy while taking into account the social aspects of science and technology by identifying the content and nature of public conflict discourse on conflicts formed around technology-related conflicts. To that end, we gathered Naver portal articles, comments, and replies from 2016 to 2020 that contained the keywords “the 4th industrial revolution” and “conflict.” Topics related to technology-related conflicts were extracted after quantitatively defining the level of conflict using supplementary information from comments and replies. The analysis confirmed that the public responded sensitively to political and economic conflicts, forming a conflict discourse center ed on politicians. In other words, the public discourse on technology-related conflict took the form of a field of political mobilization and confrontation, rather than a deliberate public discussion. The study is significant because of the finding that technology-related conflicts occurred not only between direct stakeholders but also between the public, which was directly observed through computational text analysis of comments and replies. Furthermore, conflict topics were clearly defined by quantitatively defining conflict. In conclusion, this study suggests thegovernment take an active role in incorporating public opinion into the process of developing science and technology policy, as well as efforts to improve the public’s scientific literacy and trust in the expert group and the government.
기술의 발전은 필연적으로 사회 갈등을 유발한다. 기존의 기술관련 갈등 연구는 정부, 시장, 과학기술자, 시민사회간 갈등에 집중하였기 때문에 상대적으로 대중의 의견과 역할이 소외되었다. 본 연구의 목표는 기술관련 갈등을 둘러싸고 형성되는 대중간 갈등 담론의 내용과 성격을 규명하여 과학기술의 사회적 요소를 고려한 과학기술정책 방향성을 제시한다. 이를 위해 2016년부터 2020까지의 “4차산업혁명”과 “갈등” 키워드를 포함하는 네이버 포털 기사와 댓글 및 답글을 수집했다. 댓글과 답글의 부속정보를 이용하여 갈등의 수준을 정량적으로 정의한 뒤, 기사 텍스트에 구조적 토픽 모델링을 이용하여 갈등적 기술 관련 토픽을 추출하였다. 갈등적 토픽과 관련된 댓글 및 답글 텍스트를 분석한 결과, 대중은 기술관련 정치적 갈등과 경제적 갈등에 민감하게 반응하며 정치인을 중심으로 갈등 담론을 형성함을 확인하였다. 즉, 기술관련 갈등에 대한 대중 담론은 기술에 대한 이해에 기반한 숙의 공론장이 아닌 정치적 동원과 대립의 장의 형태로 전개됐다. 본 연구의 의의는 기술관련 갈등이 직접적 이해당사자뿐만 아니라 대중간에도 발생하며 대중간 갈등을 댓글 및 답글에 대한 전산적 텍스트 분석을 통해 직접적으로 관찰하였다는 데 있다. 또한, 갈등을 정량적으로 정의하여 갈등적 토픽을 명확하게 드러내었다. 결론적으로, 본 연구는 과학기술정책 수립과정에서의 적극적인 대중의 의견 고려, 대중의 과학기술 문해력 증대 노력, 전문가집단과 정부에 대한 신뢰 제고를 위한 정부의 적극적 역할을 주문한다.
